HomeMy WebLinkAbout _ 4.2(e)--Budget Amendment for Runway Lighting and Shoulder Improvements CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Approve and authorize the following actions: (1) Adopt Resolution adopting and approving the 94th Amendment to City Budget Resolution No. 2021-078 appropriating $250,000 in Fiscal Year 2022-23 for Airport Improvement Program (AIP) eligible design and staff costs of the Runway 16/34 Lighting and Shoulder Improvements Project at the Redding Regional Airport; and (2) Authorize the City Manager, or his designee, to negotiate and execute a professional services contract not to exceed $230,000 to conduct the AIP eligible design work for the project. Fiscal Impact Staff will expend $250,000 on project design and staffing costs that include $230,000 for engineering work with Mead & Hunt Inc., $16,000 for Public Works Engineering staff time, and $4,000 for an independent fee estimate (IFE) as required by the Federal Aviation Administration. The design, staffing costs and IFE are each eligible for reimbursement at the time an AIP construction grant is awarded for the Runway 16/34 Lighting and Shoulder Improvement Project (Project). Any matching funds required of the City of Redding at the time of the grant award will be reimbursed through Passenger Facility Charge revenues over time. Alternative Action City Council may choose not to adopt the budget resolution which would delay the project until at least after Fiscal Year 2024-25. This may expose the Airports Division (Airport) to on-going operational risks related to the conditions of the deteriorated infrastructure. Having this project as a standalone would require full runway closures in the future that would put an economic strain on all users of the Airport, including scheduled air service. The project includes replacing high intensity runway lighting and signage to alleviate electrical failures and continuous repairs on collapsed conduits, electrical shorts, and other electrical issues. At times, these issues have resulted in commercial flights diverting to their origination airport or causing them to circle in the airspace when the runway lighting could not be activated. The project would also rehabilitate the paved shoulders to the runway which coincide with the lighting in order to avoid cutting and trenching through new infrastructure later. Moving forward with the project design would combine the synergies of the Runway 16/34 Rehabilitation project work currently being designed with a projected construction start date of Fall 2024. Overlapping this work to be done during the same full closure of the Runway 16/34 Rehabilitation project will enable the Airport to minimize lost revenues from full closures to the Airport’s primary runway. As proposed, the project would be presented as a bid alternative with the scheduled Runway 16/34 Rehabilitation project. This work will result in a shovel-ready project for Runway 16/34 Lighting and Shoulder Improvements. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required. Once the project is fully defined and prior to construction, the applicable environmental reviews will be completed.
