SUBJECT: 4.2(d)--Authorize City Manager or designee to negotiate a Purchase Agreement
for the sale of 2955 Leland Avenue
Recommendation
Authorize the following actions regarding the sale of real property located at 2955 Leland
Avenue (Property) (Assessor's Parcel Number 108-010-043-000):
(1) A�uthorize the City Manager, or designee, to negotiate the terms of and execute a
Purchase and Sale Agreement at fair market value;
(2) Authorize the City Manager to execute all escrow documents related to the disposition of
the Property; and
(3) Find that the sale of the property by the City is categorically exempt from the
reguirements of the California Environmental Quality Act (CEQA) pursuant to Section
15312 of the CEQA Guidelines (Surplus Government Property Sa1es).
Fiscal Impact
The funds realized from the sale of the property will be deposited into the Low-Moderate Income
Housing Asset Fund which will be utilized for income-eligible activities or qualifying housing
proj ects.
Alter�native Action
The City Council (Council) could choose to not authorize the City Manager to negotiate the
Purchasing and Sale Agreement (Agreement). This option may delay the close o�escrow for the
Property and jeopardize the other funding options the developer is seeking for the project.
Background/Analysis
On February 1, 2012, the Redding Redevelopment Agency (RRA) was dissolved pursuant to
Health and Safety Code Sections 34161-34166 and the Council elected for the City to serve as
the Successor Housing Agency to the former Redding Redevelopment Agency (RRA) pursuant
to Resolution 2012-000'7. A11 former RRA housing property assets were transferred to the City.

On June 1, 2021, the Council adopted a Resolution 2021-061 declaring the property as surplus.
Pursuant to State of California legislation, parcels must be designated surplus by adhering to
specific surplus property procedures. The City has complied with Government Code Section
54220 and has fulfilled the requirements set by the California Department of Housing and
Community Development to ensure the law is adhered to with regard to the sale of surplus
properties, including the property located at 2955 Leland Avenue. No further actions are needed
to proceed with the disposition of the property.
For the last several months, staff has been communicating with Emergent 3D LLC (Emergent
3D) regarding their interest in the property for a single-family development. On June 7, 2023,
staff received an email requesting to negotiate the sale of the property. Other developers have
expressed interested in the property over the years, but to date, Emergent 3D is the only
prospective purchaser that has shown a bona fide interest in the property by providing a written
request to negotiate.
The 1.21-acre Property is located in the Parkview Neighborhood. The parcel is unimproved and
is designated as RM-9 dwelling units per acre under the City's General Plan. The property is
level, located at the corner of Leland and Grange Streets and has all public utilities available,
making it an ideal site for a residential housing development. A map depicting the location of
the property is attached.
Pursuant to the Parkview Neighborhood Strategic Revitalization Plan, the property is a
residential opportunity site. Staff has promoted the site for a single-family home development of
ten or less units that could be available to first-time homebuyers which is the intention of
Emergent 3D. The City's sale of the property would remove the City's leverage for a single-
family development and if Emergent 3D deems the project not feasible then a multi-family
development at the property could occur.
Environmen�al Review
The sale of the City-owned property presents no significant impac� on the environinent and
is therefore categorically exempt from review under the California Environmental Quality
Act G�uidelines Section 15312 (Surpl�us Government Property Sales).
