SUBJECT: 4.11(�--Resolution Setting Public Hearing of Sanitary Sewer Maintenance
District O 1-07 Hope Lane and O 1-19 Seven Brid es
Recommendation
Adopt a Resolution relative to Sanitary Sewer Maintenance Districts (SSMD) 01-07 Hope Lane,
and O1-19 Seven Bridges, authorizing the following:
(1) Approving the Engineer's Reports for Fiscal Year 2023-24 for SSMD 01-07 and SSMD
01-19 as filed with the City Clerk;
(2) Setting a public hearing for 6:00 p.m. on July 18, 2023, in the City Council Chambers,
located at 777 Cypress Avenue, Redding, California; and
(3) Declaring the City Council's intention to levy and collect assessments for Fiscal Year
2023-24 pursuant to the State of California lmprovement Act of 1911.
Fiscal Impact
Generally, sanitary sewer maintenance districts are self-supporting and there are no fiscal
impacts to the City of Redding's General Fund.
Alternative Action
The City Council (Council) may decide to provide alternative direction to staff or make changes
to the Engineer's Report.
Background
Sanitary Sewer 1Vlaintenance District (SSMD) 0]-07 was formed to comply with the conditions
of approval for the Hope Lane Subdivision, 5-12-03, and SSMD 01-19 was formed to comply
with the conditions of approval for the Seven Bridges Subdivision, 5-03-09/PD-1-09/RZ-2-09.
These subdivisions are not able to use standard gravity sewer lines and the developers were
conditioned to form SS1VIDs so that the cost of maintenance and operation of the lift station will
be borne by the tributary property owners. Lift stations are not commonly used in the public
system for individual developments, and the use of SSMDs ensures that the maintenance

responsibilities are borne by owners of lots within their respective districts and not by other
utility customers.
The proposed per-lot assessment is based on the amount initially estimated at the time of district
formation and then adjusted annually by the cost inflation factor associated with the "20 Cities
Construction Cost Index" from the most recent March edition of Engineering News Record. The
proposed levies reflect the anticipated maintenance needs of the districts for Fiscal Year 2023-
24.

Environmental Review
This activity is not a project as defined by the California Environmental Quality Act. On January
25, 2005, the Planning Commission adopted the Mitigation Negative Declaration for the Hope
Lane Subdivision, and on March 10, 2015, the Planning Commission adopted the Mitigation
Negative Declaration for the Hope Lane Phase 2 Subdivision. On September 7, 2010, Council
adopted the Mitigation Negative Declaration for the Seven Bridges Subdivision. No further
action is required.

Overview
The purpose of this report is to update the Sanitary Sewer Maintenance District {District) budget and
assessments for the upcoming fiscal year. The District is authorized and administered under provisions
of the Improvement Act of 1911, Chapter 26, (commencing with Section 5280) of the Streets and
Highways Code, `Proposition 218" (Article XIIID of the California Constitution), and the "Proposition 218
Omnibus Implementation Act" (California Senate Bill 919). The aforementioned are collectively referred
to as "Assessment Law."
This Engineer's Report addresses the annual maintenance of identified improvements within the District.
Part A: Assessment Map (See Part A Attachment)
Sanitary Sewer Maintenance District SSMD 01-07 (Hope Lane) is located in the City of Redding, County
of Shasta, State of California. The District boundary is depicted on the Part A Attachment and includes
48 Lots from Hope Lane Subdivision Units 1 and 2 and 4 lots from Parcel Map No. 2013-01137. Parcel
Map No. 2013-01137 recorded in Book 39 of Parcel Maps at Page 9, Shasta County Records, is a
subdivision of a parcel that was annexed into the district in 2014.
Part B: Estimated Maintenance Expenses (See Part B Attachment)
The Part B Attachment is a cost breakdown that includes actual costs from the previous fiscal year and
the projected costs,assessment, and recommended levy amount for Fiscal Year 2022-23. This estimate
is intended to account for a more significant capital improvement to maintain the District's integrity into
the future.
No bonds will be issued in connection with this District.
Part C: District Assessment and Levy Calculation
The assessments are authorized to be indexed (increased) annually based on the published "20-City
Construction Cost Index" (20-City CCI) compiled by the Engineering News Record. The maximum
authorized assessments contained in this Engineer's Report represent an increase over the previous
year's assessments. The increase (3.0%) is based on the change in the 20-City CCI (March 2023) and
is consistent with the cost indexing provisions approved by property owners. Therefore, the vote
requirements of Section 4 of Article XIIID of the California Constitution do not apply to these proceedings.
The actual per lot levy is the lesser of the amount calculated to be needed for each lot(total funds needed
divided by number of lots/acres) and the maximum authorized assessment. The levy is the amount that
will be assessed on each benefit unit. (See Part B Attachment)
In the event that assessment revenues are insufficient to cover the cost of annual maintenance activities,
services may be reduced to avoid a deficit.

Part D: Analysis of Benefits of Properties Being Assessed
Construction and maintenance of the identified improvements were a condition of development for the
subdivision. The lift station is necessary to convey sewage generated by the subdivision to the existing
public gravity sewer system. These are special benefits conferred upon each assessed lot within the
District. The benefit received by the identified parcel is"special"in that the City does not generally provide
such improvements or services to the public at large.
Part E: Method af Apportionment
The improvements generally consist of sanitary sewer lift station components including force mains.
Plans and specifications for the identified improvements are on file in the City's Engineering Division. The
plans depict materials and other appurtenances. The plans and specifications are hereby incorporated
into this report by reference. The improvements and approximate maintenance qualities are conceptually
depicted on the maps referenced in Part A.
Part F: Assessed Parcels (See Part F Attachment)
The Part C Attachment contains a list of the Shasta County Assessor's Parcel numbers within the
Assessment District for Fiscal Year 2022-2023 The Assessment Roll is filed in the Office of the City Clerk
and is incorporated in this Report by reference. The list is keyed to the recards of the Shasta County
Assessor, which are incorporated herein by reference.

The improvements generally consist of sanitary sewer lift station components including force mains.

into this report by reference. The improvements and approximate maintenance qualities are conceptually
depicted on the maps referenced in Part A.

RESOLUTION NO. 2023-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE REPORT OF THE ENGINEER AS FILED AND
DECLARING ITS INTENTION TO:
(1) SET A PUBLIC HEARING DATE REGARDING SANITARY
SEWER MAINTENANCE DISTRICTS: 01-07 AND O1-19
(2) LEVY AND COLLECT ASSESSMENTS IN THESE DISTRICTS
FOR FISCAL YEAR 2023-24 PURSUANT TO THE
IMPROVEMENT ACT OF 1911
WHEREAS:
A. The City Council heretofore ordered the formation of Sanitary Sewer Maintenance
Districts 01-07 and 01-19 (Districts) under authority granted by the Improvement Act of
1911, Chapter 26, Maintenance Districts, Streets and Highways Code of the State of
California, Section 5820, et seq.
B. The purpose of the Districts is to provide maintenance to the sewer lift station
improvements as required by the conditions of development approval of the Hope Lane
Subdivision, 5-12-03 and Seven Bridges Subdivision, 5-03-09/PD-1-09/RZ-2-09.
C. The Engineer has filed his Reports with the City Clerk.
D. The assessment for Fiscal Year 2023-24 is not an increase, because the cost of living
adjustment provided for herein was approved at the time of the formation of the District.
NOW, THEREFORE,IT IS RESOLVED BY THE CITY COUNCIL THAT:
1. The matters set forth above are true, correct, and are adopted herein.
2. The Engineer's Reports, as �1ed, are hereby approved.
3. The Engineer's Reports, on file with the City C1erk, contain a full and detailed
description of the improvements, the boundaries of the Districts, and the proposed
assessments upon the assessable lots within the Districts.
4. The existing improvements for the Districts are set forth in the Engineer's Reports on fle
with the City Clerk.
5. The general locations of the lots in the Districts are set forth in Part A of the Engineer's
Reports on file with the City Clerk.
6. Only costs for maintenance and repairs to the sewer lift station, including electric and
water charges; replacement of pumps, force mains, and appurtenances; maintenance of
any buildings or structures housing sewer lift station facilities; other improvements to
remove or cover graffiti; administrative costs; and such other maintenance and incidental
expenses as are authorized by Streets and Highways Code Sections 5821, will be
assessed.
7. A public hearing wi11 be held on July 18, 2023, at the hour of 6:00 p.m., or as soon
thereafter as the matter may be heard, in the City Council Chambers located at 777
Cypress Avenue, Redding, California, to address the confirmation and approval of the
proposed assessment for Fiscal Year 2023-24.
