Fiscal Impact The Project includes $1,000,000 in American Rescue Plan Act funding with the balance being funded by the Streets Division which are included in its approved Fiscal Year 2022-23 budget. Alternative Action The City Council may choose to not award the project, in which case, the streets will continue to deteriorate and require roadway reconstruction. Background/Analysis CAPE seal roadway surface treatments extend the life of worn pavements by combining a chip seal with slurry seal treatments. The City of Redding has utilized this method to successfully preserve residential streets since 2008. This project includes the pavement preservation treatment in various neighborhoods in Redding (see attached map). Attached is a tabulation of the three bids opened on May 25, 2023. The low bid in the amount of $2,167,000 was received from VSS International, Inc., of West Sacramento, California. The engineer's estimate was $2,230,362. Total project development costs for this project are estimated to be $44,000. Project development costs include engineering, environmental, and consultant services (design and construction support). EnviNonmental Review Staff has determined that the project qualifies as categorically exempt from environmental review under the California Environmental Quality Act Guidelines, pursuant to Section 15301 (c) —Existing Facilities. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing public facilities. The project will extend the life of the existing pavement and will not result in expansion of use. The project has been reviewed for sensitive resources and will not have a significant effect on biological or cultural resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. The project has no potential to have a significant effect on the environment. Council Pr�iority/City Manager Goals This agenda item is a routine operational item.
