SUBJECT: 4.11(c)--Project Acceptance, Bid Schedule 5249 Job No. 2612, Shasta Street
Railroad Crossing Improvements Project and Adopt Budget Resolution Appropriating Grant
Funds
Recommendation
Accept Bid Schedule No. 5249 (Job 2612), Shasta Street Railroad Crossing Improvements,
awarded to S. T. Rhoades Construction, Inc. as satisfactorily complete with a final project cost of
$516,270.80; and adopt the 95�' Amendment to City Budget Resolution No. 2021-078
appropriating additional grant funds for the project.
Fiscal Impact
At its meeting on October 17, 2017, City Council (Council) accepted grant funds and approved a
budget resolution appropriating $417,560 in California Public Utilities Commission Section 130
Program (Section 130 Program) funds administered through the California Department of
Transportation (Caltrans) for the project. On August 19, 2022, the City of Redding (City)
received additional Section 130 Program grant funds in the amount of$200,000 for total project
grant funds of$617,560. The additional grant funds need to be accepted per the attached budget
resolution.
The total project cost, incl�uding design, bidding, construction, field engineering, inspection, and
contract administration, is $516,2'70.80. The project will be fu11y funded by the Section 130
Program and any remaining grant funds not used wi11 be de-obligated by Caltrans.
Alternatzve Actzon
The Council may choose to not accept the project as satisfactorily complete, and/or choose not to
accept additional grant funds, and advise staff on how to proceed.

Background
As of May 9, 2023, S.T. Rhodes Construction Inc. has completed all items of work on the Shasta
Street Railroad Crossing Improvements Project, which was within the contract time frame. The
project warranty period expires one year from the completion date of May 9, 2023, and the
Public Works Department subsequently filed the notice of completion with the County of Shasta.
At its April 5, 2022, meeting, the Council awarded a construction contract to S.T. Rhodes
Construction Inc. for $281,719 and approved a $28,000 construction contingency fund. Also
authorized was $75,000 for contract administration and construction inspection fees and
$126,000 for project development costs, and the City Manager was authorized to approve
additional increases in either the construction management or construction contingency amounts
up to a total of $15,000, for a total authorized amount of $525,719. Project development costs
include engineering, environmental, and consultant services. There were seven change orders in
the amount of$21,551.97. The final project cost is $516,270.80.
The project included the construction of pedestrian crossing facilities at the Shasta Street/Union
Pacific Railroad crossing. Work elements included installation of curb, gutter, sidewalk, Americans
with Disabilities Act (ADA) ramps, an asphalt concrete mill and overlay and other miscellaneous
items of work.

Envir�onmental Review
This action is not a project as defined by the California Environmental Quality Act (CEQA), and
no further action is required. On April 5, 2022, Council determined the project was categorically
exempt from review under CEQA,pursuant to Section 15301(c)—Existing Facilities.

Recommendation
Authorize the following actions relative to Bid Schedule No. 5249 (Job No. 2612) Shasta Street
Railroad Crossing Improvements Project:
(1) Award to S.T. Rhodes Construction Inc. in the amount of$281,719;
(2) Approve an additional $75,000 to cover the cost of construction administration and
inspection fees; and$126,000 for project development costs;
(3) Approve $28,000 to provide construction contingency funding;
(4) Authorize the City Manager to approve additional increases in either the construction
management or construction contingency amounts up to a total of$15,000;
(5) Find that the Project is categorically exempt from review under the California
Environmental Quality Act Guidelines Section 15301(c) - Existing Facilities;
(6) Authorize the City Manager to execute necessary contract amendments to the Agreement
(C-7416) with California Department of Transportation (Caltrans) to obtain additional
grant funding; and
(7) Authorize the City Manager to budget additional grant funds provided from Caltrans for
this project.
Fiscal Impact
The Shasta Street Railroad Crossing Improvements Project (Project) is being funded through th�
California Public Utilities Commission Section 130 Program administered through the California
D�partment of Transportation (Caltrans). Costs have escalated beyond the initial allocation of
$417,555 of Section 130 grant funds and will reguire supplementing with $110,000 of Street
Funds. The costs increases are attributed to several unanticipated factors including a required at
grade crossing agreement with Union Pacific Railroad, additional eoordination efforts with
Union Pacific, Caltrans and the California Public Utilities Commission, and higher bid prices
than originally estimated grant costs. However, staff is working with Caltrans to secure, and
anticipates receiving, additional grant funding to cover the streets portion of the project. Staff is
reguesting the City Council (Council) authorize City Manager authority to exeeute the neeessary

contract amendments and budget any additional program funds that may be provided th.rough
Caltrans.

Project cost components are estimates and some shifting of the project development,
construction management, and construction contingency funds may be necessary to balance the
project within the approved budget.
Alternative Action
The Council may choose not to award the bid for the Shasta Street Railroad Crossing
Improvements Project and provide staff with alternate direction. If the project is not awarded, the
project improvements would not be constructed and the City of Redding may jeopardize losing
grant funding and possibly have to refund the grant funds that have been expended to date.
Background/Analysis
Attached is a tabulation of bids received and opened on March 3, 2022, for the Shasta Street
Railroad Crossing Improvements Project. The 1ow bid in the amount of$281,719 was received
from S.T. Rhoades Construction, Inc., of Redding, California. The engineer's estimate was
$318,867. Total project development costs for this project are estimated to be $126,000. Project
development costs include construction engineering, surveying, right-of-way, environmental,
consultant services, and permit fees. There is $527,555 budgeted for the total project including
the streets funding noted in the fiscal impact.
The proposed improvements will include the construction of pedestrian crossing facilities at the
Shasta Street/Union Pacific Railroad crossing. Work elements include installation of curb, gutter,
and sidewalk, Americans with Disabilities Act (ADA) ramps, and a mill overlay with other
miscellaneous items of work.
Staff has determined that the project qualifies as Categorically Exempt from environmental
review under the California Environmental Quality Act Guidelines Section 15301. The project
area does not have significant values for wildlife habitat or other environmental resources, and
the project has no potential to have a significant effect on the environment.
