Fiscal Impact The Reconstruction of Terminal Building Access Roads Phase 2 Project (Project) is funded by Federal Aviation Administration (FAA) Airport Improvement Program (AIP) Grants and Streets funds served as the grant match. The total project cost, including surveying, design, bidding, construction, field engineering, inspection, and contract administration is $3,738,639.90. Alternative Action The City Council (Council) may choose to not accept the project as satisfactorily complete, and advise staff on how to proceed. Background As of October 28, 2022, Tullis, Inc., has completed all items of work associated with the project, which was within the contract time frame. The project warranty period expires one year from the completion date of October 28, 2022. At its June 21, 2022, meeting, the Council awarded a construction contract to Tullis, Inc. for $2,180,980 to eonstruet the Base Bid and Bid Alternative 1 and approved $218,000 for construction contingency. Also authorized was $421,577 for contract administration and eonstruetion inspection fees, $343,000 for projeet development costs for a total authorized amount of $3,163,55'7. Project development costs include engineering, environ.mental, and eonsultant serviees. Report to Redding City Council June 9,2023 Re: 4.11(a)--ProjectAcceptance BS 5257 Reconstruction of Terminal Building Access Roads Phase 2 Page 2 At its September 6, 2022, meeting, the Council authorized a contract change order to be executed with Tullis, Inc for $902,059 to construct Bid Alternative 2 and additional traffic control to safely complete Phase 2. Also authorized was an additional $84,000 in construction contingency fund and $157,254 for contract administration and construction inspection fees for a total authorized amount of$1,143,313, bringing the project Council authorized amount �or a total of $4,306,870. There were twelve change orders, excluding the Bid Alternative 2 addition, in the amount of $20,823.30. The final project cost was $3,738,639.90. The Base Bid and Bid Alternative 1 included the reconstruction of the remaining portions of Woodrum Circle that were not completed as part of Phase 1, along with segments of Municipal Boulevard and Knighton Road. The reconstruction included new asphalt, lime-treated subgrade, sidewalk, and curb and gutter replacement. In addition, some storm drain system replacements and new pavement markings were applied, as well as street lights, fixtures, and signage installed. Bid Alternative 2 included removal and reconstruction of Flight Avenue. The reconstruction included removal and reinstallation of curb, gutter, asphalt with lime treated base and removal of existing trees. In addition, new sidewalk was installed along with conduit and sleeves for future electrical work, a future sewer lateral, thermoplastic striping and new street signs. Fiscal Impact The Reconstruction of Terminal Building Access Roads Project (Project) is being 100 percent federally funded by the Federal Aviation Administration (FAA). At its meeting on December 18, 2018, the City Council (City) adopted a budget resolution appropriating $6,750,000 to eomplete the full project. Phase 1 construction was recently completed, and now Phase 2 can be awarded, and construction began. Alternative Action The Council may choose not to award the bid for the Reconstruction of the Terminal Building Access Roads Project — Phase 2, and also not award the Authorization of Service and provide staff with alternate direction. Without this project, the terminal building access road will require continued repair and maintenance, and without the Authorization of Service, the project will not move forward, and FAA grant funds will go unused. Background/Analysis Attached is a tabulation of bids received and opened on November 30, 2021, for the Reconstruction of the Terminal Building Access Roads Project — Phase 2. The low bid in the amount of $1,584,520 was received from T�ullis, Inc., of Redding, California. The engineer's estimate was $2,237,650. Total project development costs for this project are estimated to be $343,000. Project development costs include engineering, surveying, right-of-way, environmental, consultant services, and permit fees. There is $6,750,000 budgeted for the total project. Staff intends to utilize Mead & Hunt, Inc. for construction management services due to workload management. Per the Consulting and Professional Services Agreement executed on July 23, 2021, and attached to this report, a new Authorization of Service ($358,577) is needed for each phase of the project, which will provide guidance on compensation and scope. This project includes the reconstruction of the remaining portions of Woodrum Circle that were not completed as part of Phase 1, along with segments of Municipal Boulevard (approximately 1250 feet long by 46 feet wide) and Knighton Road (approximately 300 feet long by 72 feet wide). The reconstruction will consist of new asphalt, lime-treated subgrade, sidewalk, and curb and gutter replacement. In addition, some storm drain system replacements and new pavement markings will be applied, as well as street lights, �xtures, and signage installed. Staff has determined that the project qualifies as Categorically Exempt from environmental review under California Environmental Quality Act Guidelines, per Sections 15301 and 15302. Class 1 exemptions include minor alteration of existing public facilities, and Class 2 exemptions include the replacement or reconstruction of existing structures or facilities. The project will result in no expansion of use, the facilities will be replac�d on the same site, and the facilities will have substantially the same purpose and capacity. The projeet has been reviewed for sensitive resources and will not have a significant effect on biological or cultural resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. On October 5, 2020, the FAA made a determination that the project is Categorically Excluded pursuant to FAA Order 1050.1F as it relates to the National Environmental Policy Act of 1969, as amended. Fiscal Impact The proposed Bid Alternative 2 of the Reconstruction of Terminal Building Access Roads Project Phase 2, will be funded through a Federal Aviation Administration (FAA) Bipartisan Infrastructure Law (BIL) Airport Infrastructure Grant (AIG) where th� FAA will cover 90.66 percent of project costs. The Public Works Streets Division will provide currently budgeted local matching funds at 9.34 percent for this public roadway that also benefits the Redding Fire Department Station 7, located at the Redding Regional Airport. To seamlessly transition this additional scope into the access road project currently underway, and to reduce the impact of mobilization and demobilization costs, the City of Redding (City) will prefund this projeet with the expectation that the City wi11 be reimbursed in Spring 2023, through the Airport Division's Report to Redding City Council August 31,2022 Re: 4.11(d)--Authorize contract change order with Tu11is&Approve AOSAmendment with Mead&Hunt, lnc. Page 2 BIL AIG allotment. The BIL AIG allotments are �unds set aside for each airport based on their annual enplanements and do not need to be competitively applied for. It was by the FAA Airport District Office's recommendation that this project be pursued using this source of funding, so staff considers the risk of failure to be reimbursed very low. Contingency funds will be prefunded by the City and reimbursed at the FAA's discretion up to a maximum of 15 percent of the federal max obligation of the grant. Contingency funds are not authorized to be included in the initial AIG application and must be sought as they occur by amendment to the original FAA grant. Should any contract change orders be necessary to address site conditions, staff will pursue a grant amendment with the FAA. Without this Bid Additive Alternate, Flight Avenue will require continued repair and maintenance, and the project wi11 not move forward. Further, future efforts to reconstruct the access road will come with the increased cost of mobilization and demobilization and higher unit pricing due to inflation. Background/Analysis The City of Redding competitively bid the Reconstruction of the Terminal Building Access Roads Project and opened bids on November 30, 2021. The bids were for the Base Bid, Bid Additive Alternate 1, Bid Additive Alternative 2, and Bid Additive Alternative 3. Attached to this staff report is a tabulation of bids received and opened on Novemb�r 30, 2021, for this project. The Council awarded this project on June 21, 2022, to Tullis, Ine., the lowest bidder in the amount of $1,584,520. The engineer's estimate was $2,237,650. A1so awarded was Bid Alternate 1 in the amount of $596,460. To date, projeet Phase 1 was completed early this Summer and Phase 2 is curr�ntly underway, which accounts for the bids associated with Base Bid and Bid Additive Alternate 1. Staff has worked with the FAA on identifying other funding sources for access road projects. Since this project was subsequently determined eligible for additional grant assistance through AIG, the recommendation is to proceed with Phase 2 - Bid Additive Alternative 2. There is no plan to pursue a Bid Additive Alternative 3 as the FAA indieates the work is ineligible for FAA grant assistance. Page 3 Originally, the Council budgeted $6,'750,000 for the total project when it was believed the project would be applied for in a single grant. To provide greater fiscal accountability, staff is reducing the previously budgeted value to only the amount represented in past grants and actual expenses associated with the previous phases of the project. This will allow for new funds to be appropriated to Phase 2 and provide staff with better ability to track and maintain project costs within the allocated budget. The Reconstruction of Terminal Building Access Roads, Phase 2 - Bid Additive Alternative 2 work consists of the removal and reconstruction of street improvements along Flight Avenue at the Redding Regional Airport. The section of Flight Avenue to be reconstructed is approximately 1,250 lineal feet. The trees at the north side of Flight Avenue are not healthy and/or their roots are causing dainage to the infrastructure. The scope of work consists of removal of the existing trees, curb and gutter and asphalt pavement sections. Replacement trees and the overall landscape plan will be identified at a later date along with funding resources. The asphalt concrete (AC) grindings will be recycled as aggregate base (AB) under the proposed sidewalks. New lime treated subgrade and base will be installed along with new AC pavement. Approximately 1,540 lineal feet of new curb and gutter will be placed together with about 2,190 square feet of concrete sidewalk. It is anticipated that conduits or sleeve crossings will be installed in approximately four locations to avoid future trenching through the new road section. Similarly, a sanitary sewer lateral will be installed with a new manhole for a future service. The reconstructed road section will consist of five-inches of AC over nine-inches of AB. To complete the project, thermoplastic striping and markings will be placed, and new street signs will be installed to replace the existing ones that have faded significantly. The Resol�ution has been approved as to form by the City Attorney. Environmental Review On June 21, 2022, Council determined that the project is Categorically Exempt from review under the California Environmental Quality Act (CEQA) Guidelines, per Section 15301 - Existing Facilities, and Section 15302 — Replacement or Reconstruction. The determination still holds true, as all associated roadways and alternatives were included in the original CEQA review. No further CEQA review is required at this time. On October 5, 2020, the FAA determined that the project is Categorically Excluded pursuant to FAA Order l 050.1 F as it relates to the National Environmental Policy Act of 1969, as amended. Alternative Action The Council may choose not to award the bid for the Reconstruction of the Terminal Building Access Roads Project — Phase 2, and also not award the Authorization of Service and provide staff with alternate direction. Without this project, the terminal building access road will require continued repair and maintenance, and without the Authorization of Service, the project will not move forward, and FAA grant funds will go unused. Background/Analysis Attached is a tabulation of bids received and opened on November 30, 2021, for the Reconstruction of the Terminal Building Access Roads Project — Phase 2. The low bid in the amount of $1,584,520 was received from Tullis, Inc., of Redding, California. The engineer's estimate was $2,237,650. Total project development costs for this project are estimated to be $343,000. Project development costs include engineering, surveying, right-of-way, environmental, consultant services, and permit fees. There is $6,750,000 budgeted for the total project. Staff intends to utilize Mead & Hunt, Inc. for construction management services due to workload management. Per the Consulting and Professional Services Agreement executed on July 23, 2021, and attached to this report, a new Authorization of Service ($358,577) is needed for each phase of the project, which will provide guidance on compensation and scope. This project includes the reconstruction of the remaining portions of Woodrum Circle that were not completed as part of Phase 1, along with segments of Municipal Boulevard (approximately 1250 feet long by 46 feet wide) and Knighton Road (approximately 300 feet long by 72 feet wide). The reconstruction will consist of new asphalt, lime -treated subgrade, sidewalk, and curb and gutter replacement. In addition, some storm drain system replacements and new pavement markings will be applied, as well as street lights, fixtures, and signage installed. Staff has determined that the project qualifies as Categorically Exempt from environmental review under California Environmental Quality Act Guidelines, per Sections 15301 and 15302. Class 1 exemptions include minor alteration of existing public facilities, and Class 2 exemptions include the replacement or reconstruction of existing structures or facilities. The project will result in no expansion of use, the facilities will be replaced on the same site, and the facilities will have substantially the same purpose and capacity. The project has been reviewed for sensitive resources and will not have a significant effect on biological or cultural resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources.
