HomeMy WebLinkAbout _ 4.1(b)--Authorize the City Manager to negotiate and execute the sale of 6550 Lockheed CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Authorize and approve the following actions regarding the sale of real property located at 6550 Lockheed Drive, (Assessor Parcel No. 054-280-008) to the County of Shasta: (1) Authorize the City Manager to negotiate and execute a purchase and sale agreement in the amount of $265,000 with the County of Shasta relative to City of Redding (City)-owned property located at 6550 Lockheed Drive; (2) Authorize the City Manager to execute all related documents needed to complete the transaction; and (3) Find that the sale of the property by the City is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15312 of the CEQA Guidelines (Surplus Government Property Sales). Fiscal Impact Staff received an appraisal report for 6550 Lockheed Drive (APN 054 -280-008) with a valuation of $265,000. The City is obligated to expend the amount realized from the sale of the property for specific items or improvements at Redding Regional Airport within 5 years of the close of escrow. Alternative Action The City Council (Council) could choose not to authorize the City Manager to negotiate and execute the sale and provide staff with an alternate direction. Background/Analysis On April 18, 2023, Council authorized the sale of the City-owned property to the County of Shasta subject to an appraisal - the associated staff report is attached. The County of Shasta has requested that the City expediate the approval of the sale of the property since the following Council meeting is canceled due to the July 4th, holiday. Environmental Review This is not a project defined under the California Environmental Quality Act and no further action is required. Fiscal Impact There is no fiscal impact associated with this action. If a sale of property occurs, there will be a positive fiscal impact to the Airports Division. Alternative Action The City Council (Council) could choose not to sell the property. Background/Analysis The County of Shasta presented a letter to the City of Redding regarding the potential purchase of property located at 6550 Lockheed Drive, (APN 054-280-008). The subject property is included in the Redding Municipal Airport portfolio (see map attached). As such, it has already been declared by resolution and approved by the California Department of Housing and Community Development as Exempt Surplus per the Surplus Land Act, Government Code section 54221 (f) and (g). At this time, there is no pre-determined use for the property, and it has been released from federal obligations via the Federal Aviation Administration. As stated in its letter of interest, the County of Shasta owns the adjacent parcel located at 6590 Lockheed Drive and intends to expand its Emergency Operations Center and co-locate South County Patrol services. Any sale of the property is subject to a current valid appraisal per local and federal guidelines that include: the City is obligated to expend the amount realized from the sale of the property for specific items or improvements at Redding Regional Airport (RDD) within 5 years of the close of escrow; the City shall not permit access to RDD from the subject property; City will file an FAA Form 7460-1, Notice of Proposed Construction or Alteration which requires the new owner to coordinate any improvements with RDD; and covenants, conditions, restriction and reservations further described in the Instrument of Release (C-3722).
