Home My WebLink About _ 9.9(a)--Award Contract to Axon Enterprises CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Approve a contract with Axon Enterprise, Inc., (Axon) through the Sourcewell Cooperative Agreement in the amount of $249,964 annually for five years (total of $1,249,822) for body- worn cameras for the Redding Police Department; and authorize the City Manager, or designee, to execute all documents related to the contract. Fiscal Impact Funding for the body-worn camera program has been included in the upcoming Fiscal Year 2023-25 Biennial Budget. There is no additional impact to the General Fund. Alternative Action The City Council (Council) could choose to not award the contract or provide alternative direction to staff. Background/Analysis In August of 2022, the Redding Police Department (RPD) began evaluating various body-worn camera solutions as directed by the Council. Several companies were allowed to demonstrate products to RPD staff, which included a group of police officers and community service officers who volunteered to participate in field trial/evaluation of the products. The volunteers had varying experience levels, job assignments, and experience with body-worn cameras. Four companies provided demonstrations and three were selected for field trials. The three companies chosen for trials, Axon, LensLock, and Motorola, are well-known in the industry, have a strong standing in California, and understand the political, legal, and social climate of California. All of the companies that provided demonstrations offer cloud-based storage of digital evidence. This storage is part of the “as a service” pricing plans, including unlimited evidence storage, no-fault warranties of hardware, and upgraded equipment after a specified period (two to four years, depending on the company). All of the cloud storage systems that were evaluated comply with current laws determined by the Department of Justice. The trials included field use of body-worn cameras, cloud-based digital evidence storage and management, and evidence sharing with necessary entities. LensLock provided its latest body camera for field testing. Axon released a new camera during the trial period, and Motorola just released its latest model, which would not be available for three years. All three companies also offer cellular phone -based applications for collecting evidence which was included in the trial. With all of the companies offering similar products, the decision was made based on which product offered the most user-friendly functions and was most customizable to the RPD’s needs. Based on these criteria, Axon was chosen as the preferred system. In addition, Axon’s digital evidence management software is currently being used by the California Peace Officer Standards and Training (P.O.S.T.) for evidence sharing based on the requirements of SB 2. The Shasta County District Attorney’s Office is also looking at Axon for digital evidence management. Axon offered the only camera equipped with a “sleep” mode. “Sleep” suspends the pre-event buffer recording and allows an officer to prevent accidental recording while inside the police building or attending to personal needs. Trial participants also reported the camera was the most user-friendly. The button for starting and stopping recordings was intuitive and easy to activate and deactivate, even in stressful situations. In addition, the battery life on the cameras was sufficient for regular patrol shifts. The online evidence management system for Axon is both intuitive and user-friendly. Staff who interacted with the system felt it was easy to navigate and find needed information, simple to create “cases” and place digital evidence into them, and provided an easy way to share evidence when necessary. Supervisors also found the system easy to both use and locate videos when responding to complaints. The associated capture application for smartphone use was also well liked. The Axon Capture app allowed officers to dictate reports into the program. The system would transcribe the dictation therefore enabling the officer to cut and paste the transcription into reports. This function alone will save countless hours of manual transcription for RPD’s Police Records Technicians. The administrative functions with the Axon system were also straightforward and user-friendly. All the systems tested required the input of staff who would use or need access to the system. Axon was the only company that instructed the trial team on how to import or modify users, video tags, and categories. Other companies requested to input the information into the system for RPD, which made making changes problematic. Axon also provided the best analytics of all three companies. The provided dashboards are easy to understand and read and allow administrative staff to find granular information on the use of the system. With little effort, supervisors can see which officers are not activating their cameras or tagging videos that are subsequently uploaded to the system. Some video redaction is included with each system tested. LensLock offered a minimal redaction program built into its evidence management system. For more detailed or lengthy redaction, it contracts with a third-party company to complete this task. Axon offers a full redaction suite in the evidence management software. As with all other parts of that system, it is very intuitive and easy to use, and the artificial intelligence built into the system proved to be accurate and reliable. Every agency that was approached was happy with the product as well as the support from Axon. In addition, some of these agencies had cameras supplied by other companies before Axon and were glad to have made the switch. Axon is a world leader in body-worn camera technology, with over 800,000 cameras in service worldwide, and is the chosen camera for hundreds of agencies in California. Anyone who has watched a body-worn camera video has likely seen video captured with an Axon camera. Based on the field trial, use of evidence management systems, and input from other agencies, it is believed that Axon is the best-suited body-worn cameras system for RPD. Although there are other options, potentially at a lesser price, its usability, ease of function, and adaptability reflect the lower pricing and functionality. The cost for Axon of $249,964.45 annually for five (5) years is based on the cooperative agreement through Sourcewell. The pricing is for 122 body cameras and all associated equipment and software through Axon’s cloud-based services. This is a “service as a subscription” contract which will provide new equipment at the 2.5-year mark of the contract. Environmental Review Awarding this contract is not a project as defined by the California Environmental Quality Act, therefore, no further action is required at this time.
