Recommendation
Adopt Resolution approving a 180-day wait period exception to CalPERS and single interim
appointment of Leslie Gilleland as Electric Program Supervisor for the City of Redding pursuant
to Government Code sections 7522.56 and 21224, effective August 2, 2023, for up to 960 hours;
and authorize the City Manager to execute the necessary hiring documentation.
Fiscal Impact
The estimated salary cost for allowing the Redding Electric Utility (REU) to hire the retired
annuitant on a temporary basis, not to exceed 960 hours in Fiscal Year 2023-24, would be up to
approximately $75,528. REU would fund the costs with no General Fund impact.
Alternative Action
The City Council could choose not to adopt the attached resolution, and a retired annuitant will
not be hired to assist with the Digital Customer Engagement Platform and E nterprise Resource
Planning (ERP) special projects.
Background/Analysis
Electric Program Supervisor, Leslie Gilleland, retired from the City of Redding (City) on June 2,
2023, after seven years of City service. The City is in the process of filling the vacancy created
by Ms. Gilleland’s retirement; however, there are specific special projects within the Electric
Department – Customer Service Division in which Ms. Gilleland has direct knowledge, skills,
and experience to assist the City. Specifically, Ms. Gilleland will be assisting with preparation
for the Digital Customer Engagement Platform and the implementation of the ERP.

Ms. Gilleland’s title will be Electric Program Supervisor during her employment as a retired
annuitant. Although Ms. Gilleland will have the title of Electric Program Supervisor, as a retired
annuitant, she will not be assuming all of the roles and responsibilities of that position.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.

RESOLUTION FOR EXCEPTION TO THE 180-DAY WAIT PERIOD
GC sections 7522.56 & 21224
WHEREAS, in compliance with Government Code section 7522.56, the Redding City
Council must provide CalPERS this certification resolution when hiring a retiree before 180 days
has passed since his or her retirement date; and
WHEREAS, Leslie Gilleland retired from the City of Redding in the position of Electric
Program Supervisor, effective June 2, 2023; and
WHEREAS, section 7522.56 requires that post-retirement employment commence no
earlier than 180 days after the retirement date, which is November 29, 2023, without this
certification resolution; and
WHEREAS, section 7522.56 provides that this exception to the 180-day wait period shall
not apply if the retiree accepts any retirement-related incentive; and
WHEREAS, the Redding City Council, the City of Redding and Leslie Gilleland certify
that Leslie Gilleland has not and will not receive a Golden Handshake or any other retirement-
related incentive; and
WHEREAS, the Redding City Council hereby appoints Leslie Gilleland as an extra help
retired annuitant to assist with special projects such as the Digital Customer Engagement Platform
and the implementation of the City-wide Enterprise Resource Planning system (ERP) under
Government Code section 21224, effective August 2, 2023; and
WHEREAS, the entire employment agreement, contract or appointment document
between Leslie Gilleland and the City of Redding has been reviewed by this body and is attached
herein; and
WHEREAS, no matters, issues, terms or conditions related to this employment and
appointment have been or will be placed on a consent calendar; and
WHEREAS, the employment shall be limited to 960 hours per fiscal year; and
WHEREAS, the compensation paid to retirees cannot be less than the minimum nor
exceed the maximum monthly base salary paid to other employees performing comparable duties,
divided by 173.333 to equal the hourly rate; and
WHEREAS, the maximum monthly base salary for this position is $13,096.00 and the
hourly equivalent is $75.55, and the minimum monthly base salary for this position is $10,073.00
and the hourly equivalent is $58.11; and
WHEREAS, the hourly rate paid to Leslie Gilleland will be $75.55; and
WHEREAS, Leslie Gilleland has not and will not receive any other benefit, incentive,
compensation in lieu of benefit or other form of compensation in addition to this hourly pay rate;
THEREFORE, BE IT RESOLVED THAT the Redding City Council hereby certifies
the nature of the appointment of Leslie Gilleland as described herein and detailed in the attached
employment agreement/contract/appointment document and that this appointment is necessary to
provide critically needed assistance with preparation for the Digital Customer Engagement
Platform and the implementation of the ERP. Ms. Gilleland’s title will be Electric Program
Supervisor during her employment as a retired annuitant. Although Ms. Gilleland will have the title of
Electric Program Supervisor, she will not be assuming all the roles and responsibilities of that position.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a
regular meeting of the City Council of the City of Redding on the 6th day June, 2023, by the

C. EXPLANATION OF ACTION: Please be as specific as possible on the explanation of action. Indicate the

D. CREATE HELP DESK TICKET: Creating an IT Help Desk ticket is a required step in the onboarding and
offboarding of employees. Employees cannot be assigned computer
permissions and an electronic access key badge unless they are entered
into the active directory via a help desk ticket. Changes to computer
access and facility access for separating employees should be completed
on the effective date of the separation.
