HomeMy WebLinkAbout _ 9.15(a)--Consider Resolution to amend RIEO S_C Exempt Salary Schedule CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Adopt Resolution approving an adjustment to the Redding Independent Employees' Organization (RIEO) Supervisor/Confidential Exempt Schedule of Classifications and Wage Rates for the Customer Services Supervisor, Utility Field Services Supervisor, Facility Supervisor, and the Fleet Shop Supervisor classifications effective June 11, 2023. Fiscal Impact If approved, the wage increase for the four classifications will be paid for by salary savings from the respective departments’ vacant positions. Accordingly, there will be no impact to the General Fund. Alternative Action The City Council (Council) could decline to approve the resolution, and the salary increases would not occur. Background/Analysis On February 16, 2023, staff completed an analysis of the Redding Electric Utility Field Services Supervisor and Customer Service Supervisor classifications to determine whether these positions were performing duties that were not consistent with their class specifications and pay rates. The analysis concluded that both positions were working outside their classifications and the type of duties performed better aligned with those of a Public Works Supervisor. For reference, a Public Works Supervisor earns up to $8,069 per month. The Customer Service Supervisor earns up to $6,943 per month, or 16 percent less than the Public Works Supervisor. The Utility Field Services Supervisor is paid up to $7,414 per month, which is nine percent less than the Public Works Supervisor. Kelley Martinez, Personnel Manager Report to Redding City Council May 31, 2023 Re: 9.15(a)--Consider Resolution to amend RIEO S/C Exempt Salary Schedule Page 2 A salary study performed by Bryce Consulting compared Customer Service Supervisor wages against 19 comparable agencies and found the City of Redding’s (City) Customer Service Supervisor is paid 22.94 percent below the market median. Unfortunately, there were no comparable agencies to analyze the Utility Field Services Supervisor classification. If the Council were to increase the Customer Service Supervisor and Utility Field Services Supervisor to match the Public Works Supervisor, there would be no fiscal impact on the City’s general fund, as both positions are in Redding Electric Utility and salary savings will cover the pay increases. There is one employee in each of the classifications. In addition to the above two classifications, it should be noted that the Utility Field Services Supervisor is banded with two other classifications on the City’s salary schedule. In order to maintain the integrity of the City-wide compensation structure, it is recommended that the wage rate of the other two banded positions of Facility Supervisor and Fleet Shop Supervisor increase to match the Utility Field Services Supervisor. There is one employee in the Facility Supervisor classification and no employee in the Fleet Shop Supervisor classification. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required.
