Fiscal Impact There is no impact to the General Fund. The associated recording fees will be paid with budgeted funds. Alter�native Action The City Council (Council) could decline to authorize the property line adjustment and record the parcel map. The Memorandum of Unrecorded Grant Agreeinent (MOUGA) is required under the grant agreement with the California Natural Resources Agency (CNRA). Failure to act may result in the forfeiture of reimbursement of$563,982 in paid project expenses. Or, the Council could provide staff with alternate direction. Background/Analysis The recomm�nded actions have no impact on the City of Redding's (City) leases with the Redding Rodeo Association, Advanced Redding for the Civic Auditorium or Turt1e Bay E�plaration Park. Report to Redding City Council May 31,2023 Re: 4.6(b)--Authorize Application for PLA and Parcel Map for Sundial Bridge Drive AreaPage 2 In 2015, a working group composed of representatives from Turtle Bay Exploration Park, Redding Civic Auditorium, Shasta-Trinity Fly Fishers, Shasta Living Streets, and the Shastia Historical Society initiated the effort to improve the waterfront. The group supported enhanced connectivity between the Sundial Bridge and the boat ramp and set the stage for future improvements, including the boat ramp planning grant. At its September 20, 2016, meeting, the Council authorized staff to apply for a grant with the State of California Urban Rivers Program for enhancements to the Radding Riffle habitat. In August 2017, the CNRA notified the City of a $563,982 grant award. Utilizing the grant funds, the City managed projects within a 25-acre area adjacent to the Sacramento River between the Turtle Bay Boat Ramp and Turtle Bay Museum that included: • The removal of invasive species. • The establishment of pollinator gardens. • The planting of native vegetation. • The removal of decad�s-old asphalt-concrete paving (parking and driveway access to the boat ramp). • The construction of a new paved parlcing area and driveway access away from the river's edge. • The extension of the Sacramento River Trai1 to replace the old road. A MOUGA, which places restrictions on future use of the property, is required to comply with the grant contract. Most notably, these restrictions include barring the use of the area as mitigation or security for dabt and the raquirement to obtain state approval for any transfer/sale of the property. Because the project improvements touched many parcels, owing to the uniquely shaped parcel lines, sev�ral properties would be encumbered by these future restrictions if MOUGA is recorded as-is. To avoid fut�ure property eneumbrances and grant-based restrictions on property outside of the project area, staff sought solutions with CNRA, the grantor. Staff proposed and received CNRA support to create a new parcel that matehes the boundaries of the funded project improvements. Only this new parcel wi11 ba subject to the MOUGA restrictions. To complete the process, the City must divide and adjust the existing parcel boundaries as depicted on the attached map. A two-step process is necessary to re-configure tha affected City-own�d parcels. The existing parcels incl�ude a small portion of the Civic Auditorium parcel and Parcels 1 and 2 of Parcel Map 2013-00871, filed in 2Q13 (APNs 102-040-007, 102-040-008, 102-040-009, ]02-040-013, 102- 040-015, 102-020-015 and 102-020-019). The first step is preparing, processing, and recording a property line adjustment (Exhibit A) affecting existing parcels with APN 102-040-007, 102-040- 015, 102-020-015 and 102-020-019. The second step is preparing, processing, and filing a parcel map affecting existing parcels with APNs 102-040-007, 102-040-008, 102-040-013 and 102- 040-015. The property line adjustment will transfer approximately 7,500 square feet of land from the City- owned Civic Auditorium parcel to City-owned Parcel 1 of Parcel 1VIap 2013-0087], consisting only of Riverfront Park and the Redding Riffle project improvements. The new property line will align better with the edge of the existing road and combine park improvements into a consolidated parcel. Following the recordation of the property line adjustment, a parcel map will be prepared and �led to create four new parecls. Thc final result, as depicted in th� attached Exhibit B, is a new and separate parcel for Riverfront Park and a slight shrinkage of the surrounding parcels. CEQA applies only to projects which have the potential for causing a significant effect on the environment. The property line adjustment and parcel map filing are administrative actions that will not result in physical alteration of the environment. It can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment. Background The 2004 Parks, Trails and Open Space Maste� Plan identifies the Sacramento River as the City's most vital open space corridor and the Sacramento River Trail as the backbone of its trails strategy. Over the last 15 years, the City has entered into various partnerships along the Sacramento River with the Bureau of Land Management (BLM), The McConnell Foundation, the California Conservation Corps and Turtle Bay Exploration Park. What has emerged from these efforts is the beginnings of a Sacramento River Parkway concept between Shasta Dam and Red Bluff. The Redding Riffle Restoration (a 25-acre site adjacent to the Sacramento River between the Rodeo Grounds boat ramp and the Turtle Bay Museum) is a key link in the Parkway concept. The work outlined in the grant includes removal of invasive species, establishment of pollinator gardens and planting of native vegetation. The work proposed under the grant would remove decades-old asphalt-concrete paving (parking and driveway access to the boat ramp) and create new pervious paved parking and driveway aeeess away from the edge of the river. This will open up the shaded river front for an extension of the River Trail (although the trail improvements are not eligible under this grant program) as well as new native plantings that will help filter surface pollution. Report to Redding City Council September 23,2016 Re: 4.6(a)--Urban Rivers Program GrantAuthorization Page 2 This grant request is part of a larger plan to: 1) clean up the invasive brush along the river and better protect the Redding Riffle; 2) extend the Sacramento River Trail from the Sundial Bridge to downtown Redding; and 3) add boating access capacity to the Turtle Bay (Rodeo Grounds) boat ramp. In particular, boating improvements would focus on adding capacity for drift boat parking to accommodate the high demand for fly fishing on the river within the City. This concept has been the subject of a working group composed of representatives from Turtle Bay Exploration Park, the Redding Civic Auditorium, Shasta-Trinity Flyfishers, Shasta Living Streets, and the Shasta Historical Society. The group supports improved connectivity between the Sundial Bridge and the boat ramp and ultiinately to downtown. This proposal comprises the first phase that will improve the river frontage both aesthetically and environmentally. Future phases could be a paved trail on the former road alignment, and other recreational amenities such as amphitheater improvements, trail connection to downtown, and additional bicycle enhancements.
