Fiscal Impact Funds have been allocated within Redding Electric Utility's (REU) General System Improvements Fiscal Year 2024-25 biennial budget to cover these costs plus the contingency. Alternative Action The City Council could choose not to award the bid and provide staff with alternate direction. Background/Analysis This is a routine bid for procurement of services to provide electric utility excavation and associated work for the period of one year after the execution of the contract. Utility excavation and related work will be performed as needed, subject to the availability of budgeted funds. Report to Redding City Council June 1,2023 Re: 4.5(b)--Award Bid Schedule No. 5365, Electric Utility Trench and Excavation Page 2 Utility excavation is an ongoing need and is necessary to support residential and commercial development and to support repairs and rebuilds of existing electric utility facilities. To streamline future procurement efforts, staff recommends extending this bid award for two additional one-year terms. On April 20, 2023, two bids were opened for utility excavation work, as shown on the attached bid tabulation form. Iron Mountain General Engineering, Inc., submitted the low bid for the evaluated total of$822,800, which complies with the specifications and general conditions. The engineer's estimate for this bid was $717,700. EnviNonmental Review Staff has determined that the project is categorically exempt from review under the California Environmental Quality Act Guidelines, per Section 15301 —Existing Facilities, Section 15302 — Replacement or Reconstruction, and Section 15303 —New Construction or Conversion of Sma11 Structures. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. Class 2 exemptions consist of replacement or reconstruction where the new structure will be located on the same site and wi11 have substantially the same purpose and capacity. Class 3 exemptions consist of construction and location of new small facilities and equipment, or conversion of existing structures. The trenching and excavation contract will support REU's effort to maintain, replace, upgrade, and construct small new facilities and convert existing service systems. The actions will occur in previously disturbed areas, have substantially the same purpose and capacity, and result in a negligible expansion of use. The project has no potential to have a significant effect on the environment. No further actions are required. Council Priority/City Manager Goals This agenda item is a routine operational item.
