REPORT TO THE CITY COUNCIL
Recommendation
Authorize the following related to the purchase of five 2023 Autocar ACX64 chassis from Dobbs
Peterbilt for the City of Redding Solid Waste Utility:
(1) Authorize the amendments to Purchase Order Nos. 113927, 114014, and 114640, for the
price increase of the following trucks, which reflects a savings due to eliminating the
flooring cost, with a net delivered cost increase of $4,000, including all applicable taxes
and fees:
(a) Organics Truck- $8,500 increase, less a savings of $6,500, net increase in price
$2,000;
(b) Rotopak- $3,000 increase, less a savings of $7,000, net decrease in price $4,000;
(c) Sidewinder- $8,500 increase, less a savings of $6,500, net increase of $2,000;
(d) Rotopak- $8,500 increase, less a savings of $6,500, net increase of $2,000;
(e) Rotopak- $8,500 increase, less a savings of $6,500, net increase of $2,000; and
(2) Authorize the City Manager to approve future pricing adjustments, terms, and policy
changes, up to a total of $30,000.
Fiscal Impact
For Fiscal Years 2021-22 and 2022-23, the Solid Waste Utility (Utility) received the City
Council’s (Council) approval for the purchase of multiple trucks. Due to manufacturing price
increases, an additional $4,000 is needed to proceed with purchasing. The Rolling Stock Fund
contains sufficient funds to facilitate these and other planned purchases through the fiscal year.
Staff continues to update current pricing on the Rolling Stock Plan to account for these rapid
increases.
Alternative Action
The Council may choose not to authorize the price increase, in which case, the City of Redding
would have to void the purchase contracts for much needed equipment.

Background/Analysis
The Utility preforms a wide variety of services and duties utilizing several different truck types.
Over the last couple of years, the Utility has approved purchase orders (PO) for several vehicles
through Dobbs Peterbilt Truck Group (Dobbs) that have not yet been delivered. These trucks
were approved for purchase by the Council at three different meetings. Unfortunately, Dobbs is
requesting to pass along cost increases from the chassis manufacturer (Autocar) or to
alternatively cancel the POs. Dobbs, as the distributor, purchases the cab and chassis from
Autocar and then ships them to the body manufacturer to complete installation and then proceeds
with delivery of the completed vehicle to the City. Typically, the City would not pay for any
portion of the vehicle until the chassis and body were delivered. The distributor would charge the
City a certain amount to cover the carrying cost of the cab and chassis while the body is being
installed (called a flooring cost). To help offset some of the cost increases, the City can eliminate
the flooring cost by agreeing to pay for the chassis once shipped to the body manufacturer. The
Utility will pay the remaining cost for the body and other related charges upon delivery to the
City. The Utility staff could not foresee the price increase or predict this volatility of the current
market at the time of the orders.
The trucks listed below were previously approved for purchase by the Council on the following
dates:
• November 16, 2021 - Bid Schedule No. 5240 for the purchase of one Organics Refuse
Collection Truck to Dobbs Truck Group for a total delivered cost not to exceed
$370,863.31 (PO 113927).
• December 21, 2021 - Two 2023 Autocar ACX, three-axle Rotopak Automated Side
Loaders, and one 2023 Autocar ACX, three-axle Sidewinder Automated Side Loader,
using Sourcewell contract pricing, with a net delivered cost of $1,288,416.73 (PO
114014).
• August 2, 2022 - One 2023 Autocar ACX, three-axle Rotopak Automated Side Loader
using Sourcewell contract pricing, with a net delivered cost of $453,781.53 (PO 114640).
Environmental Review
This is not a project as defined under the California Environmental Quality Act, and no further
action is required.

Recommendation
Award Bid Schedule No. 5240 for the purchase of one Organics Refuse Collection Truck to
Dobbs Truck Group for a total delivered cost not to exceed $370,863.31, for the City of Redding
Solid Waste Utility.
Fiscal Impact
For Fiscal Year 2021-22, the Solid Waste Utility (Utility) budgeted $325,000 for the purchase of
a truck to be used for the collection of organics. The sole bid was for $370,863.31, which
requires an additional $45,863.31 from the Rolling Stock Fund. The Rolling Stock Fund contains
sufficient funds to facilitate this purchase and other planned purchases through the fiscal year.
Alternative Action
The City Council (Council) could choose not to award the bid to Dobbs Truck Group and
provide alternate direction to staff.
Background/Analysis
In 2016, California passed Senate Bill 1383 (SB1383) in order to reduce Short-Lived Climate
Pollutants (SLCP). One feature of SB1383 is establishing targets to achieve a 50 percent
reduction in the level of statewide organic waste. Beginning January 1, 2022, a new function of
ion of organics material and, in particular,
the addition of food waste from residences and businesses. In order to comply, the Utility needs
to purchase a truck purpose-built for the collection of this material. Due to the demand of this
type of truck, build times are taking longer than six months to complete, and due to the new
regulation, the demand for these units is increasing. The Utility needs to purchase a frontline unit
and, shortly thereafter, a back-up unit. The Utility currently does not have a truck of this type to
collect food waste.

The City of Redding (City) distributed seven (7) bid opportunity notices to potential vendors, in

sole bid received was submitted by Dobbs Truck Group. The bid response contained a few minor
deviations; the most significant were in relation to extended warranty periods for drive axles and
paint.

Recommendation
Approve the purchase of one 2024, Autocar ACX, three-axle Rotopak Automated Side Loader
using Sourcewell contract pricing, with a net delivered cost of $453,781.53, including all
applicable taxes and fees, for the City of Redding Solid Waste Utility.
Fiscal Impact
Funding for the replacement of one (1) residential automated side loader was planned and
included in the approved Rolling Stock Plan. Staff budgeted $423,500 for the purchase of this
unit. Due to increased costs of inetal and petroleum products, an additional $30,281.53 is being
used from the Solid Waste Utility's (Utility) existing Rolling Stock Fund to cover the additional
cost associated with the purchase. The Utility's Rolling Stock Fund will still have sufficient
funds to cover remaining planned and budgeted purchases for the current budget cycle.
Alternative Action
The City Council may choose not to authorize the purchase using Sourcewell contract pricing,
and direct staff to use the City of Redding's (City) bid process, which would delay the
acquisition of the truck.
Background/Analysis
A core function of the Utility's daily operations includes collecting residential garbage, green
waste, and recycling. Beginning January l, 2022, compliance with Senate Bill 1383, regarding
organics recycling increases the need for Rotopak style trucks to collect organics. Its unique
design includes a sealed body (to prevent liquids from leaking out) with an auger for breaking
down items as it packs material into the body of the truck It is and excellent choice for
collecting food waste and makes burying refuse much easier. The Utility utilizes a total of 15
residential side loads; 12 of which are used on a daily basis for collecting pre-determined routes,
while three are utilized as spares when one of the other trucks is out of service.

Replacing one (1) unit aligns with the adopted Rolling Stock Plan; in particular, this unit will
replace fleet number 02429. This truck has surpassed the end of its expected lifecycle based on
the cumulative cost of repairs, maintenance, breakdowns, age of the equipment, and an increase
in cost to maintain.
This unit is available under a Sourcewell competitively bid contract. Sourcewell develops
national competitive solicitations that meet or exceed local standards, and offers its members the
benefits derived from cooperative purchasing. Using the Sourcewell cooperative contract to
purchase this truck saves significant staff time needed to prepare bid specifications and solicit
individual quotations from vendors. The City also receives a significant price discount due to
economies of scale realized through the volume of purchases on a multi-agency cooperative
contract.

appraised, or its parts or attachments have been removed or
substituted,then it shall be reappraised, and the difference in value
shall be paid in cash to Dealer. Purchaser warrants that ownership, CASH DUE ON DELIVERY
and titles of trade-ins are free and clear of all liens and encumbrances
except as noted and will pay in cash to Dealer any undisclosed if the unpaid balance of cash price stated above is the proceeds
amounts owed. If any such cash adjustment is not paid on demand, of a time payment agreement as noted below, all items and
purchaser authorizes Dealer to repossess the vehicle sold. conditions of that agreement are hereto made part of and an
attachment to this order by this reference.
