HomeMy WebLinkAbout _ 4.11(g)--Award of Bid Schedule 5360 to Furnish New Tires, Tire Recaps, Tire Repairs and Tire Dispo CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Authorize the following actions relative to Bid Schedule No. 5360, Furnishing New Tires, Tire Recaps, Tire Repairs, and Tire Disposal Services: (1) Reject the apparent low bid from The Goodyear Tire & Rubber Company (Goodyear) as non-responsive due to failure to conform to the bid specifications; (2) Award to Tehama Tire Service, for the period of June 7, 2023, through May 31, 2024, for the purchase and service of tires, as needed, for City of Redding fleet; and (3) Authorize the Purchasing Officer to extend the contract, if mutually agreeable and prices change as described in the specifications, for up to two consecutive one-year periods through May 31, 2026. Fiscal Impact Funds for purchasing tires and associated services are budgeted through the City of Redding’s (City) biennial budget process through its Fleet Maintenance Division. For reference purposes, the City expended $525,834.82 in Fiscal Year 2021-22 for tires and related services, and $542,452.82 thru May 22, 2023, in Fiscal Year 2022-23. Alternative Action The City Council may choose to not reject the apparent low bid and award to Goodyear. This action would increase the overall costs associated with tire purchasing due to underperformance of Goodyear tires in heavy duty applications. The City owns a wide variety of equipment and vehicles ranging from mowers and police vehicles, to fire trucks, solid waste collection vehicles and large earth-moving equipment. The associated services include repairs, frequent onsite inspections of heavy truck tires, and tire disposal. In addition, the vendor is required to brand the tires with a unique bar code that provides information about the vehicle on which the tire is installed, the vehicle mileage at the time of installation, tire location on the vehicle, and the tire type and size. This information is used for the vendor inventory management and reporting system to provide the Fleet Manager with a monthly report for tires used on the City’s heavy-duty vehicles. The price of new tires is determined by the competitively bid Sourcewell Contract and NASPO ValuePoint Agreement. The City solicited bids for a contract to supply tires and services, as needed to maintain the City’s fleet, from four suppliers as well as through advertisement in the local paper and posting on the City’s website. The City received two bids; Tehama Tire Service, Inc., and Goodyear. Goodyear’s bid was deemed non-responsive as it did not conform to the specifications, specifically relating to Michelin brand tires and Bandag recaps. Staff specified these named brands due to the results of a tire performance study conducted on City vehicles comparing tire performance and wear. Michelin tires and Bandag recaps demonstrated longer wear, particularly on solid waste collection vehicles, and lasted more than twice the mileage of the other brand tires. Environmental Review This is not a project as defined under the California Environmental Quality Act, and no further action is required.
