Treatment Plant Generators Project
Recommendation
Authorize the following actions relative to Bid Schedule No. 5367 (Job No. 2692) Wastewater
Treatment Plant Generators Project:
(1) Award to Stewart Engineering, Inc., in the amount of$366,820;
(2) Approve an additional $69,000 to cover the cost of administration and inspection fees;
and$91,000 for project development costs;
(3) Approve $40,000 to provide construction contingency funding;
(4) Authorize the City Manager to approve additional increases in either the construction
management or construction contingency amounts up to a total of$50,000; and
(5) Find that the Project is categorically exempt from review under the California
Environmental Quality Act,pursuant to Section 15301 —Existing Facilities.
Fiscal Impact
The Wastewater Treatment Plant Generator Project (Project) is being funded by the Wastewater
Utility Fund. Funding the project will not impact other activities or projects.

construction management, and construction contingency funds may be necessary to balance the
project within the approved budget.

Alter�native Actzon
The City Council (Council) may choose not to award the bid for the project and provide staff
with alternate direction. If the project is not awarded, then there will be a greater risk of an
outage at the wastewater treatment plants that could lead to wastewater overflows and a decrease
in reliability for City of Redding (City) customers.
Background/Analysis
Attached is a tabulation of bids received and opened on May 9, 2023, far the project. The low
bid in the ainount of $366,820 was received from Stewart Engineering, Inc., of Redding,
California. The engineer's estimate was $312,920. Total project development costs for this
project are estimated to be $91,000. Project development costs include engineering, surveying,
right-of-way, environmental, consultant services, and permit fees.
The project will replace two existing standby generators that have reached the end of their
service lives - one at the City's Stillwater Wastewater Treatment Plant and the other is at the
Clear Creek Wastewater Treatment Plant. The City will furnish both of the new generators for
installation by the contractor for this project. In general, the work at both sites will include
removal and salvage of the existing diesel engine generators, modifications to existing concrete
pads to accommodate the new generators, replacement of conductors through existing conduits,
replacement of diesel fuel piping for use of existing diesel fuel tanks, and installation of the new
City furnished generators.
EnviNonmental Review
Staff has determined that the project qualifies as categorically exempt from environmental
review under California Environmental Quality Act Guidelines Section 15301 — Existing
Facilities. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of
existing facilities, structures, or equipment involving negligible or no expansion of use. The City
will replace existing equipment in order to provide continued service in the event of an outage or
emergency, and the project will not result in expansion of use. The project area has been
reviewed for sensitive resources and will not have an effect on biological or cultural resources
such as threatened or endangered species or their habitats, sensitive vegetation communities,
tribal lands, or tribal cultural resources. The project has no potential to have a significant effect
on the environment. No further action is required.
