Fiscal Impact The Americans with Disabilities Act (ADA) Curb Ramp Project 2023 (Project) is being funded by multiple sources including Community Development Block Grant (CDBG) funds in the amount of$75,000, Water Utility funds in the amount of$25,000, and Streets Division funds in the amount of$260,000, for specific items of work within each division's responsibility. The expected budget for this project was less than $200,000 priar to advertising for construction bids. The Streets Division has additional sidewalk repair funds budgeted in the current fiscal year that is sufficient to cover the increased budget costs for this project. Alternative Action The City Council (Council) may choose not to award the bid for the ADA Curb Ramp Project 2023 and provide staff with alternate direction. Without this project, pedestrian accessible routes will continue to be deficient, and there is a risk of losing CDBG funding. Background/Analysis Attached is a tabulation of bids received and opened on May 9, 2023, for the project. The low bid in the amount of$220,531 was received from Axner Excavating of Redding, California. The engineer's estimate was $103,000, but the bid prices reflect significant increases in material costs. Total project development costs for this project are estimated to be $40,000. Project development costs include engineering, surveying, right-of-way, environmental, consultant services, and permit and utility connection fees. The project consists of constructing ADA compliant curb ramps at 18 locations on the east side of the City of Redding which currently has none. The project also provides for the replacement of two fire hydrants impacting pedestrian accessible routes. Envit�onmen�al Review Staff has reviewed the project and determined that it is categorically exempt from review under the California Environmental Quality Act Guidelines, per Section 15301 — Existing Facilities. Class 1 exemptions include the operation,repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The existing curb ramps will be replaced with modern curb ramps to increase mobility and access, and the project will result in no expansion of use. The project area has been reviewed for sensitive resources such as threatened or endangered species or th�ir habitats, sensitive vegetation communities, tribal lands, and tribal cultural resourees. The project has no potential to have a significant effect on the environment.
