REPORT TO THE CITY COUNCIL
Recommendation
Approve setting a Public Hearing on June 20, 2023, at 6:00 p.m., in the City Council Chambers,
777 Cypress Avenue, Redding, California, to consider adjustments to the City of Redding’s
Schedule of Fees and Service Charges.
Fiscal Impact
There is no fiscal impact to setting the public hearing.
Alternative Action
The City Council (Council) could choose not to set the public hearing as proposed and instead
provide alternate direction to staff.
Background/Analysis
California Government Code Sections 66016 and 66018 require that a public hearing be noticed
at least ten (10) days prior to a proposed levy of, or increase in, municipal fees and service
charges. On an annual basis, and in accordance with City Council Policy No. 802, the Finance
Division submits to the City Council proposed changes, deletions, and additions to the schedule.
In accordance with adopted City of Redding policy, staff requests that pursuant to Government
Code requirements, a public hearing on the proposed adjustments be set for June 20, 2023, the
Council’s next regular meeting.
Fees are determined based on cost analysis in accordance with Proposition 26. Once established,
increases on some fees are based on the Consumer Price Index (CPI) or the Construction Cost
Index (CCI).

Overall, most of the proposed adjustments are based on a 4.83 percent increase in the CPI for the
12-month period ended April 2023 for mid-sized western cities.
Water service and wastewater connection fees are increased by 2.18 percent, which is the CCI
for the 12-month period ended May 2023, as outlined in Ordinance 14.16.205.
The schedule is subject to certain rounding conventions in the CPI/CCI calculation. The
rounding conventions utilized in the schedule are as follows: for fees under $10.00 and for fees
which are tiered, the fee is rounded to the nearest 10 cents. For fees $10.00 and above, the fee is
rounded to the nearest whole dollar. As a result, some of the fees and service charges listed in the
schedule may not realize an increase as a result of the CPI/CCI calculation. Note that the
schedule also contains fees and service charges that do not have a CPI or CCI escalator which
results in no change for those fees from the prior year. All new fee requests, corrections or
proposed changes are reflected in the schedule in red.
The suggested effective date for all changes to fees and service charges is July 1, 2023.
Below is a list of the summary of changes other than CPI or CCI, by department/division where
adjustments are present. If no adjustments beyond CPI or CCI are present in a specific
department/division they are not listed below.
City Treasurer
• Remove Construction Parking Meter Hoods and Utility Parking Meter Hoods as these
programs are no longer active.
Fire Department
• For the Fiscal Year (FY) 2022-23 schedule, an analysis was completed to determine the
actual cost and time required to complete tasks. Half of the increase was recognized on
the FY 2022-23 schedule. The second half is being recognized on the FY 2023-24
schedule.
• Some fees have returned to a per inspection charge rather than an hourly charge. It was
found that the hourly charge came with some unanticipated inequities to the customers.
• New fee: AB 38 Inspection – Residential Defensible Space Inspection for $80 per
inspection.
• Remove Licensed Care Pre-Inspection which has been combined with the Annual
Licensed Care Inspection or Pre-Inspection.
• Remove Investigation report and Basic fire report as these are reports done for Public
Records Requests and fees cannot be charged for them. Copy fees will still apply.
• Change the Fire Clearance Annual inspection to realign the costs by unit size of complex.
• Language change to recognize the Fire Code Permit as Annual.
• Remove junk yards which has been combined with wrecking yards.
• Language change adding Fire Code Event Permits and placing the appropriate permits in
this section; and adding “Open-Air” to Public Assembly Permit fee.
• Remove Permit Reinspection.
• Remove Permit Inspection on Sunday.

Electric Utility Department
• Removed three fees that are no longer used: Load Profiling/Energy Usage Monitoring
Program/Landline or Ethernet net cable, Load Profiling/Energy Usage Monitoring
Program/wireless connections and Level II REU Energy Audit.
Development Services Department – Building Division
• Aligned the Fire inspection fees under Building Division with the Fire inspection fees
under Fire. Also, added CPI increases to several existing fees.
• New fee: Fire Field Inspections for $138 per hour, one hour minimum
Development Services Department – Planning Division
• New fee Amendment – Minor by Director for $214
• New fee Specific Plan Amendment (text) for $4,050 with Cost plus 100 percent
Overhead
Public Works Department - Solid Waste Transfer / Recycling Facility
• Remove aerosols, poison, corrosive base as they are included in aerosol cans.
• Language change: removed paint from aerosol paint cans.
• Microwave cost analysis was completed based on a contract price of $0.25/lb. It was
determined that it cost the City an average of $13 per microwave. Since this change
would be a 63 percent increase, the fee is proposed to change to $10.50 this year and then
increased to $13 next year.
• Propane cylinders cost analysis was completed based on a contract price of $300 per 55 -
gallon drum. It was determined that it costs the City an average of $3 per propane
cylinder.
• HID Lamps cost contract price is $2.50 per HID lamp, so the fee is being increased to
match the contract cost.
• Prohibited Items fee cost analysis was completed and it was determined that each
prohibited item cost the City on average $42 to process.
Economic Development - Airports
• New Fee Aircraft Tie-down (Twin – Commercial Use) for $171 per month
• Expand on Helicopter Fee based on size of helicopter. The current fee is a flat $6, and the
new fees range from $4 per night to $10 per night.
• Increase the Fuel Flowage Fee from $0.07 to $0.10.
• Language change for Regularly scheduled Landing Fees to include gross weight.
• Modify Landing fee for aircraft operating from Redding Airport to match the regularly
scheduled landing fees. Per FAA, the reduced landing fee does not comply with FSS
requirements. It is considered economic discrimination. Removed the reduced rate fees.
• Removed Helicopter Landing Fee at CDF/USFS Pads which is now part of the lease
agreement.
• Increase in Paid Parking fees – eight to 11 percent per fee.
• New fee Lost & Found Returns (shipping) to cover costs of returning lost items to
customers. The fee is being set as actual cost due to the nature of the fee.

Fees for Tarps in Lieu of Twice the Rate for Uncovered Loads: In
lieu of paying twice the rate, the customer may purchase a tarp at
the Transfer Station in a size sufficient to cover the load. The City
shall refuse service to customers who do not pay the fee or
purchase a tarp for a load without a cover at the Transfer Station
or other City disposal sites after July 1, 2004.
The cost of the tarp shall be the Solid
Waste Utility's cost to purchase the tarp,
plus a handling charge.

Special handling Fee
A special handling fee shall be charged by the Solid Waste Utility
when market conditions result in a loss on recycling scrap metals
on the following items: oven; stove; refrigerator; freezer; washer;
dishwasher; water heater; dryer; window-mount HVAC unit;
equivalently sized machines or equipment.
The Solid Waste Utility shall review the
City's cost to dispose of scrap metals
monthly and shall adjust the fees in order
to offset the difference between the City's
cost and what it receives from the sales of
scrap metals. Fees will be based on the
fee schedule below if the City is paying to
recycle scrap metals.

Compost Sales
Retail: The Solid Waste Utility may sell compost produced for
not less than the average retail price of three local retail
outlets that sell equivalent compost. Each May, the Solid
Waste Utility shall conduct a survey to establish prices that
are supported by the market conditions but also allows
reasonable cost recovery and minimizes the volume of green
waste buried at the landfill. In accordance with CalRecycle
mandates, the Solid Waste Utility may hold reduced costs
sales and/or giveaways of compost and blends of green waste
materials to meet diversion goals.
The City may provide a discount of up to
15% for purchases of five (5) or more cubic
yards.

Delivery Costs: If the buyer of compost, mulch or wood chips
does not provide transportation, the Solid Waste Utility may
truck compost, mulch or wood chips at the actual cost plus
10% to any location within the City or within five (5) miles of
the Solid Waste Transfer/Recycling Facility, whichever is
further. The minimum load the City shall truck shall be five (5)
tons or ten (10) cubic yards. If a driver or vehicle is not
available, the Utility may decline to provide this service. MO 2011-108
Residential Special Collection Program: Customers who
request special, curbside collections of large, bulky items that
do not fit in a wheeled waste cart shall pay a fee equal to the
rate for disposal at the transfer station plus additional labor
and equipment costs. If the item is not subject to a disposal
fee, a handling fee equal to the Hard-to-handle fee at the
transfer station shall apply.
The Solid Waste Utility shall adjust the
fees for the Residential Special Collection
Program for Hard-to-handle Items on an
annual basis, after adoption of the City's
budget, to reflect current costs. Maximum
of six (6) items in one (1) trip.
