Sharlene Tipton, City Clerk 169 05/15/2023 Unofficial Minutes Redding City Council, Special Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 May 15, 2023 6:00 PM The meeting was called to order by Mayor Michael Dacquisto, with the following Council Members present: Tenessa Audette, Mark Mezzano, Jack Munns, and Julie Winter. Also present were: City Manager Barry Tippin, Assistant City Manager Steve Bade, City Attorney Barry DeWalt, Redding Police Chief William Schueller, Redding Fire Chief Jerrod Vanlandingham, Interim City Clerk Sharlene Tipton, and Executive Assistant Erin Barnhart. Ms. Tipton called the roll prior to leaving the Closed Session meeting. PUBLIC COMMENT Mayor Dacquisto determined that no one present wished to address the items agendized for Closed Session. CLOSED SESSION At the hour of 6:12 p.m., Mayor Dacquisto opened the Special Meeting and announced that the Council would adjourn to Closed Session. At the hour of 6:59 p.m., Mayor Dacquisto reconvened the Special Meeting to Open Session and reported that in reference to: 3A. Closed Session pursuant to California Government Code Section 54957: THREAT TO PUBLIC SERVICES OR FACILITIES Consultation with the Redding Police Department and the Redding Fire Department to provide training to the City Council and staff regarding emergency evacuation procedures during meetings held in the City Council Chambers. Pursuant to Government Code section 54957.1(a), the City Council took no reportable action on this item. Council Member Mark Mezzano was absent. Also present were: City Manager Barry Tippin, Assistant City Manager Steve Bade, City Attorney Barry DeWalt, and Executive Assistant Erin Barnhart. Closed Session pursuant to California Government Code Section 54956.9(d)(1): CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION Lang v. City of Redding, et al.; Shasta County Superior Court Case No. 193947 Pursuant to Government Code section 54957.1(a), the City Council took no reportable action on this item. 3B. Closed Session pursuant to California Government Code Section 54956.9(d)(1): CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION Baker, et al. v. City of Redding, et al.; Shasta County Superior Court Case No. 192661 Pursuant to Government Code section 54957.1(a), the City Council took no reportable action on this item. 3C. Closed Session pursuant to California Government Code Section 54957.6: CONFERENCE WITH LABOR NEGOTIATOR Designated Agency Representative: Interim Personnel Director Martinez Employee Organizations: Local 1934 of International Association of Fire Fighters; International Brotherhood of Electrical Workers AFL-CIO-Electric Employees; Redding Independent Employees’ Organization-Supervisory & Confidential Unit; Redding Peace Officers’ Association; and United Public Employees of California– Redding Technical Unit Pursuant to Government Code section 54957.1(a), the City Council took no reportable action on this item.
