Recommendation
Accept Bid Schedule No. 5201 (Job No. 2619), West Street Area School Safety Improvement
Project, awarded to Lakmann Builders, Inc., as satisfactorily complete, with a final construction
contract cost of$3,450,356.57.
Fiscal Impact
The project was funded by two State of California grant sources: the Active Transportation
Program (ATP) (78%) and the Loca1 Streets and Roads Program (22%). The total project cost,
including surveying, design, bidding, construction, field engineering, inspection, and contract
administration, is $3,450,356.57.
Alternative Action
The City Council (Council) may choose not to accept the project as satisfactorily complete, and
advise staff on how to proceed.
Background
Lak.mann Builders, Inc., has completed a11 items of wark on the West Street Area School Safety
Improvement Project as of November 2, 2022, whieh was within the contract time frame. The
project warranty period expires one year from the completion date of November 2, 2022, and the
Public Works Department subsequently filed the notice of completion with the County of Shasta.
At its May 18, 2021, meeting, the Council awarded a construction eontraet to Lakmann Builders,
Inc., of Redding, California, for $2,222,111.81 and approved a $210,000 construction
eontingeney fund. Also authorized was $2$5,000 for eontract administration and construerion
inspection fees and $525,000 for project development costs, and the City Manager was
authorized to approve additional increases in either the construction management or construetion

contingency amounts up to a total of $15,000, for a total authorized amount of $3,25'7,111.81.
Project development costs include engineering, environmental, and consultant services. During
construction, there were areas that needed design changes and quantities adjusted. Additional
funds were required to complete the project, and at its April 5, 2022 meeting, the Council
approved an increase of $80,000 to the construction management budget and $1'70,000 to the
construction contingency budget. This increased the total authorized amount to $3,507,111.81.
There were 23 change orders in the amount of $340,491.76. The final project cost is
$3,450,356.57.
The project included the construction of bicycle and pedestrian safety improvements along West
Street from Seventh Street to Eureka Way as well as Magnolia Avenue between North Street and
Shasta Street and Magnolia Avenue between Eureka Way and Seventh Street. The improveinents
included constructing enhanced pedestrian crossings and buffered bicycle lanes; completing
sidewalk, curb, and gutter gaps; installing Americans with Disabilities Act (ADA) compliant
curb ramps; applying micro-surfacing to West Street; and installing additional street lighting. In
addition to the safety improvements, trees were planted along West Street between Eighth Street
and Tenth Street and miscellaneous storm drain improvements were installed at both the
intersections of Eighth Street and West Street, and also Ninth Street and West Street.

This action is not a project as defined by the California Environmental Quality Act (CEQA), and
no further action is required. On May 18, 2021, Council determined that the West Street Area

Guidelines,per Section 15301(c)—Existing Facilities.

SUBJECT: 4.11(d)--Approve Increase to Project Budget for the West Street Area School
Safet Improvement Pro'ect
Recommendation
Approve increases to the project budget in the amount of $250,000 for the completion of Bid
Schedule No. 5201, West Street Area School Safety Improvement Project as outlined below for
additional improvements:
(1) Increase of $80,000 to the construction management budget, bringing the construction
management total to $365,000; and
(2) Increase of $170,000 to the construction contingency budget, bringing the construction
contingency total to $380,000.
Fiscal Impact
The majority of the project is funded through an Active Transportation Program (ATP) grant.
However, additional funding from the ATP program is not available beyond the original grant
amount. Therefore the $250,000 cost increase will come from already budgeted Streets Division
funds. The total project cost, including the proposed increase, is expected to be just over
$3,500,000.
Alternative Action
The City Council (Council) may choose to reject the request and provide alternative direction to
staff.

Background/Analysis
The West Street Area School Safety Improvement Project (Project) is a planned active
transportation improvement project designed to provide continuous sidewalk and bicycle
facilities, enhanced pedestrian crossings, and other similar improvements on routes leading to
three area schools (Shasta High School, University Preparatory School (U-PREP), and Pioneer
High School) located off of Eureka Way. The improvements are located along West Street froin
Seventh Street to Eureka Way as well as Magnolia Avenue between North Street and Shasta
Street and between Eureka Way through Seventh Street. Work elements include constructing
enhanced pedestrian crossings and buffered bicycle lanes; completing sidewalk, curb, and gutter
gaps; installing Americans with Disabilities Act (ADA) compliant curb ramps; applying micro-
surfacing to West Street; and installing additional street lighting. In addition to the safety
improvements, trees will be planted along West Street between Eighth Street and Tenth Street
and miscellaneous storm drain improvements will be installed at the intersections of Eighth
Street and West Street, and also at Ninth Street and West Street.
On May 18, 2021, the Council awarded the construction contract for the Project to Lakmann
Builders, Inc. During the course of construction, conditions in the field warranted design
revisions to meet the original project intent. These changes include: a re-design of Eighth Street
between West Street and Lakeview due to competing design constraints associated with ADA
accessibility and drainage, revisions to the main entrance of U-PREP related to incorrect design
grade data, design and construction of a concrete electrical transformer structure relocated from a
utility pole, modifications necessary to match existing features to the new design layout, and
other miscellaneous undocumented items encountered during construction. Often, these changes
require significant effort by the contractor to calculate grades, re-work the subgrade, and
establish new finish elevations. The noted changes wi11 result in several of the contract bid items
exceeding their bid quantities and the additional time needed wi11 increase the construction
management services required.
The additional work will cause the project budget to exceed the awarded amounts. An additional
$250,000 is requested to cover increases to the construction contingency ($170,000) and
construction management($$0,000)project components.

Alternative Action
The City Council (Council) may choose to not award the bid for the West Street Area School
Safety Improvement Project and provide staff with alternative direction. Without this project,
much needed pedestrian and bicycle mobility and safety will not be improved, and the project
may not be built. In addition, if this project is not awarded, the City of Redding (City) is at risk
of losing state funding due to grant requirements for project delivery.
Background/Analysis
The West Street Area School Safety Project is a planned active transportation improvement to
provide continuous sidewalk and bicycle facilities, enhanced pedestrian crossings, and other
similar improvements on routes leading to three area schools (Shasta High School, University
Preparatory School, and Pioneer High School) located off Eureka Way within the City of
Redding. This project is included in the City's Active Transportation Plan and the Regional
Transportation Plan.
On December 5, 2017, the Council accepted and appropriated ATP grant funds in the amount of
$400,000 for design and environmental documentation for the project. Subsequently, the
Council, on March 2, 2021, accepted ATP grant funds in the amount of $2,138,000 for
construction and adopted Budget Resolution No. 2019-050 to appropriate the funds that
ultimately provides the total project funding of$3,258,000.
Attached is a tabulation of bids received and opened on Apri122, 2021, for the West Street Area
School Safety Improvement Project. The low bid in the amount of$2,222,111.81 was received
from Lakmann Builders, Inc., of Redding, California. The engineer's estimate was $2,254,591.
Total project development costs for this project are estimated to be $525,000. Project
development costs include engineering, surveying, right-of-way, environmental, and consultant
services.
