Exterior Paintin Project
Recommendation
Accept Bid Sched�ule No. 5305 (Job No. 9248-57), City Hall Exterior Painting Project, awarded
to Jeff Painting, as satisfactorily complete, with a final cost of$295,828.10.
Fiscal Impact
The project was funded by Building Maintenance Division funds. The total project cost,
including design, bidding, construction, field engineering, inspection, and contract
administration, is $295,828.10.
Alternative Action
The City Council (Council) may choose to not accept the project as satisfactorily complete, and
advise staff on how to proceed.
Background
Jeff Painting has completed all items of work on the City I�all Exterior Painting Project as of
February 1, 2023, which was within the contract time frame. The project warranty period expires
one year from the completion date of February 1, 2023, and the Public Works Department
subsequently filed the notice of completion with the County of Shasta.
At its July 19, 2022, meeting, the Council awarded a construction contract to Jef�Painting, of
Los Angeles, California, for $]77,000 and approved a $35,000 construction contingency fund.
Also authorized was $75,000 for contract administration and construction inspection fees and
$28,000 for project development costs, and the City Manager was authorized to approve
additional increases in either the construction management or construction contingency amounts
up to a total of $25,000, for a total authorized amount of $340,000. Project development costs
include engineering, environmental, and consultant services. During construction, the City

Manager allocated contingency funds, in the amount of$25,000, to be used to the cover the cost
of change orders, thereby bringing the construction contingency to a total authorized amount of
$60,000. There were five change orders in the amount of$59,899.10. The fmal project cost was
$295,828.10.
This project included preparing, sealing, and painting the exterior of the Redding City Hall,
Council Chambers, and adjacent accessories such as exterior light poles and the sculpture in
front of the Redding Library.

Environmental Review
This action is not a project as defined by the California Environmental Quality Act (CEQA), and
no further action is required. On July 19, 2022, the Council determined the project was
categorically exempt from review under CEQA, pursuant to Section 15301(a) — Existing
Facilities.

Alternative Action
The City Council (Council) may choose not to award the bid for the City Hall Exterior Painting
Project and direct building maintenance crews to repair, patch, and paint the exterior concrete
stucco walls to minimize storm water from entering and damaging the building(s) during
inclement weather.
Background
The Redding City Hall and Council Chambers was built in 1998, and the original paint and
special coatings has been maintained by City of Redding (City) staff over the years. Exterior
painting and special coati��� have deteriorated over the past 24 years, and the building(s) now
require a complet� ��'����i ���` �eather prot�ction and to reduce the ongoing building
maintenance. ' ' ' `
