CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Adopt Resolution approving an adjustment to the RIEO Supervisory/Confidential Exempt and the RIEO CTP Exempt Schedule of Classifications and Wage Rates, for salary increases for the Engineer series and Construction Manager classifications effective July 23, 2023. Fiscal Impact The estimated total compensation cost, including salary and benefits, to increase wages of the Engineer series and Construction Manager classifications along with an additional seven percent increase on July 23, 2023, and three percent increase on July 21, 2024, is $445,044. There is no impact to the General Fund due to applicable cross-charging associated with the engineering work performed. Alternative Action The City Council could decline to approve the resolution, and the salary increases would not occur. Background/Analysis The Public Works Department has had difficulty recruiting and retaining employees in the Assistant Engineer, Associate Engineer, Senior Engineer, and Construction Manager classifications. Reasons for these challenges include having an extremely competitive job market and the difficulty in attracting qualified candidates. Salary studies show the City of Redding’s (City) wage rates for these classifications are significantly lower than local competitive agencies, including the County of Shasta and California Department of Transportation (Caltrans). Kelley Martinez, Interim Personnel Director Report to Redding City Council April 26, 2023 Re: 9.15(a)--Salary schedule changes for RIEO Engineers & Construction Manager Page 2 RIEO members are scheduled to receive a five percent wage increase in July 2023, and another five percent wage increase in July 2024. However, even after these increases, the Engineer series and Construction Manager classifications will continue to be below local market wage rates. Therefore, in order to remain competitive for these select positions in the local labor market, it is recommended that the City increase the wage rates for the Assistant Engineer, Associate Engineer, Senior Engineer, and Construction Manager classifications by an additional seven percent in 2023, and three percent in 2024, which added to the already schedule increases for RIEO would total 12 percent in 2023, and eight percent in 2024. Environmental Review This is not a project defined under California Environmental Quality Act (CEQA), and no further action is required.
