Fiscal Impact There is no impact to the General Fund, and the Encampment Resolution Funding Round 2, Lookback Disbursement (ERF-2-L) grant funds do not require matching funds. AZteNnative Action The City Council (Council) could choose to reject the ERF-2-L grant award. However, in doing so, it would impede the ability of the City of Redding (City) to provide opportunities for the Lost Lane Encampment (Encampment) unsheltered population to transition into non-congregate shelter with supportive services. Background/Analysis Under ERF-2-L, the City received $950,000 in grant funds. On January 23, 2023, a Standard Agreement detailing the budget, scope of work, and terms and conditions of the funding was executed with the intent to assist with the cost of the Crisis Intervention Response Team (CIRT) officers in providing outreach to unsheltered persons in the encampment and connecting those persons with shelter/housing options and supportive services providers. Report to Redding City Council Apri127, 2023 Re: 4.2(a)--Appropriate Encampment Resolution Funding (ERF-2-L)Award Page 2 Once sheltered, the supportive services providers will connect folks with pathways toward safe and stable housing and other community resources, thereby enabling former encampment residents to participate in housing resources or other community resources such as drug rehabilitation. Allowing the City Manager to appropriate the funding within the grant parameters provides the necessary flexibility to expend the funds in the most effective manner to achieve the grant outcomes. EnviNonmental Review This project is categorically exempt from California Environmental Quality Act pursuant to Section 15301 through 15333 pursuant to the following categorical exemptions: actions by regulatory agencies for protection of the environment and natural resources, and leasing new facilities. In addition, National Environmental Policy Act does not apply to this project as federal funds are not expected to be expended under this project.
