SUBJECT: 4.11(e)--Implement a Parking Fee Holiday for Asphalt Cowboys Pancake
Breakfast
Recommendation
Authorize staff to implement a Parking Fee Holiday from 8:00 a.m. to 12:00 p.m., on Friday,
May 19, 2023, for the annual Asphalt Cowboys Pancake Breakfast held in Downtown Redding.
Fiscal Impact
The City's parking system requires payment during weekdays from 8:00 a.m. to 6:00 p.m., with
an exception for holidays. The current parking rate is $1 per hour. Not collecting a parking fare,
systemwide, for four hours on a weekday will result in a loss of revenue of less than $800.
Alter�native Action
The City Council (Council) may choose not to approve the Parking Fee Holiday and continue
with the paid parking system during the time of the breakfast.
Background/Analysis
The Asphalt Cowboys have been serving the community with the annual pancake breakfast since
the 1950s. This event is we11 recognized and attracts nearly 10,000 participants as well as dozens
of volunteers and support personnel. In the few years, the event relocated from Market Street in
front of the Cascade Theatre to the newly reintroduced section of Market Street between Butte
and Yuba Streets.
With the parking strategy relatively new to the Downtown area, the Asphalt Cowboys
organization is concerned that paid parking may hinder community participation for the event. It
has submitted the attached letter requesting the City not to charge for parking in the downtown
core during the event hours, for not only this year but for the future instances of the event. While
there are concerns related to preeedenee, staff is supportive of the request as this event is truly
unique in both size and scale as we11 as the long-standing tradition the citizens of Redding expect

and support. It will not be the intent of staff to entertain similar requests for events in the future
that are smaller in scale and do not meet the same time-honored tradition standards as the
pancake breakfast. The Council will be asked to consider a more permanent approval of this
arrangement at a future Council meeting after the planned presentation of the parking program
efficacy at some time this summer.

This action is not a project as defined by the California Environmental Quality Act, and no
further action is required.
