HomeMy WebLinkAbout _ 4.9(b)--Authorize Grant Application CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Authorize the following relative to the Boating Safety and Enforcement Equipment Grant: (1) Authorize staff to submit an application for the Boating Safety and Enforcement Equipment Grant administered by the California Department of Parks and Recreation, Division of Boating and Waterways for an amount up to $130,000, with a potential match up to 25 percent or $35,500, to purchase a new boat for the Redding Police Department to use for enforcement and patrol; and (2) Authorize the City Manager, or designee, to execute all documents necessary to apply for the grant, appropriate funds should the grant be awarded, and execute any agreements necessary to implement the grant if awarded. Fiscal Impact The grant application will request up to $130,000 to purchase a boat for use by the Redding Police Department’s (RPD) Special Services Unit, including the Park Ranger program. The grant application requests the applicant to indicate how much it would contribute in the event the grant is not awarded the full amount. Staff is proposing 25 percent or $35,500 of other funding, primarily through community donations or additional grants, as contribution to the purchase of the boat. There is no additional impact to the General Fund. Alternative Action The City Council (Council) could decline to apply for the funds under this grant opportunity or provide staff with alternative direction. MEETING DATE: April 18, 2023 ITEM NO. 4.9(b) FROM: ***APPROVED BY*** bschueller@reddingpolice.org btippin@cityofredding.org SUBJECT: 4.9(b)--Authorize Grant Application with the California Department of Parks, Boating and Waterways Division Bill Schueller, Chief of Police Report to Redding City Council April 12, 2023 Re: 4.9(b)--Authorize Grant Application Page 2 Background/Analysis On March 15, 2023, the Division of Boating and Waterways announced the availability of $1.5 million in grant funds for the Boating Safety and Enforcement Equipment (BSEE) grants. The grant is available to local government agencies that demonstrate a need for patrol boats, engines, personal watercraft, search and rescue equipment, and patrol and diving equipment. The U.S. Coast Guard’s Recreational Boating Safety Program provides BSEE grant funding. RPD currently owns a 1997 Jet Craft boat that was previously used by the Redding Fire Department (RFD) and Shasta County Fire Department (SCFD). The boat is 26 years old and in need of replacement. This grant would provide a funding source for a new patrol/rescue boat. With the addition of the four (4) Park Rangers, a new boat would primarily be used by the Park Rangers to patrol the parks and open spaces along the Sacramento River within the City’s limits. It would also be used for emergency river rescue. This grant provides an opportunity to purchase a new boat which would enhance the abilities of the Park Ranger Unit to patrol one of the most used recreational areas of the City. Grant application are due April 28, 2023. Environmental Review Applying for the grant is not a project as defined by the California Environmental Quality Act, therefore, no further action is required at this time.
