CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Adopt Resolution proclaiming Friday, April 28, 2023, as Community Tree Planting Day,
otherwise known as Arbor Day, in the City of Redding; and recognizing the Community
Services Department Parks Division for receiving the Tree City U.S.A. Award, and the Redding
Electric Utility for receiving the Tree Line U.S.A. Utility Award.
Fiscal Impact
There is no fiscal impact to the General Fund.
Alternative Action
The City Council could decline to adopt the resolution proclaiming Friday, April 2 8 , 2023, a s
Community Tree Planting Day and not recognize the Tree City U.S.A. Award or the Tree Line
U.S.A. Utility Award and provide staff with an alternate direction.
Background/Analysis
The National Arbor Day Foundation recently notified the State of California Department of
Forestry and Fire Protection (Cal Fire) that the City of Redding is the recipient of the Tree
City U.S.A. Award for the 4 2nd consecutive year. The Community Services Department’s
Parks Division, is proud to receive this award, and it will strive to continue the tree planting
program in the community for various program benefits, including aesthetics, energy
conservation, and economics.
Redding Electric Utility (REU) is the recipient of the Tree Line U.S.A. Utility Award for the
29th consecutive year. REU plans to continue promoting the coexistence of trees and utility
lines through communication, education, and training.
Historically, Arbor Week occurs the last week in April in commemoration of the birthday of
Luther Burbank (1849-1926), an American horticulturist and pioneer of plant breeding.

Ongoing efforts in the upcoming year include Re-Grow Redding and the Northeast Crossing
Trail (NEXT). The NEXT is a new half-mile-long paved trail connecting Highway 299 to
Highland Park. The trail, funded by an Urban Greening grant through the California Natural
Resources Agency, features 70 new native shade trees and irrigation to keep the trail rideable in
the warm summer months. The Re-Grow Redding project is funded through a grant from Cal
Fire and The McConnell Foundation to plant approximately 380 new street and shade
trees in Downtown, City parks, and other public places. To date, approximately 260 of these
new trees were planted in Downtown and throughout the City in neighborhood and regional
parks. This year, 90 trees will be planted at Salt Creek Heights Park. Other efforts include the
ongoing maintenance of 110 trees along the Buenaventura Trail to replace the tree canopy lost in
the Carr Fire.
Environmental Review
This is not a project defined under the California Environmental Quality Act (CEQA), and no
further action is required.

A RESOLUTION OF THE REDDING CITY COUNCIL DECLARING
APRIL 2 8 , 2023, AS COMMUNITY TREE PLANTING DAY,
OTHERWISE KNOWN AS ARBOR DAY, AND RECOGNIZING THE
TREE CITY U.S.A. AND TREE LINE U.S.A. UTILITY AWARDS
WHEREAS, in 1872 J. Sterling Morton proposed to the Nebraska Board of Agriculture that a
special day be set aside for the planting of trees; and
WHEREAS, Arbor Day is now observed throughout the nation and the world; and
WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating
and cooling costs, moderate the temperature, clean the air, produce oxygen, and provide habitat
for wildlife; and
WHEREAS, Arbor Day was first observed with the planting of more than one million trees in
Nebraska; and
WHEREAS, trees are a renewable resource, giving us paper, wood to build our homes, fuel for
our fires, and countless other wood products and by-products; and
WHEREAS, trees in our city increase property values, enhance the economic vitality of business
areas, and beautify our community; and
WHEREAS, trees, wherever they are planted, are a source of joy and spiritual renewal; and
WHEREAS, the City of Redding has been recognized as a Tree City U.S.A. by the National
Arbor Day Foundation for the forty-second consecutive year, and desires to continue its tree-
planting activities; and
WHEREAS, the City of Redding has also been recognized as a Tree Line U.S.A. Utility by the
National Arbor Day Foundation for the twenty-ninth consecutive year, and desires to continue
its educational program about the energy conservation benefits derived from trees;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby:
1. Proclaims April 28, 2023, as Community Tree Planting Day, otherwise known as Arbor
Day.
2. Recognizes the Tree City U.S.A. and Tree Line U.S.A. Utility Awards.
BE IT FURTHER RESOLVED that the City Council encourages all citizens residing within
the city limits of the City of Redding to support efforts to protect our trees and woodlands,
support our City’s Urban Forestry Program, and plant trees to gladden the hearts and promote the
w\ell-being of present and future generations.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting of the
City Council of the City of Redding on the 18th day of April, 2023, and was duly adopted at said
meeting by the following vote:
