HomeMy WebLinkAbout _ 4.5(a)--Fire Monitoring System Upgrade for the Redding Power Plant GI �" Y � F � � � ° � � � " � � CITY OF REDDING REPORT TO THE CITY COUNCIL MEETING DATE: April 18, 2023 FROM: Nick Zettel, Director of ITEM NO. 4.5(a) Redding Electric Utility ***APPROVED BY*** . � �k ct c �rcctor�i4' c in, u-ic[Jt'riitv 4l5,`2t)�3 t�a�e �, e, ss � �r 4/l2/2023 nzettel@cityofredding.org btippin@cityofredding.org SUBJECT: 4.5(a)--Redding Power Plant Fire Monitoring System Upgrade Recommendation Authorize the following actions relative to Redding Electric Utility's Fire Monitoring System Upgrade Projects at the Power Plant: (1) Award Bid Sched�ule No. 5348 to BHP Requiem, Inc., in the amount of$160,000; (2) Award Bid Schedule No. 5349 to Mike Murray Plumbing & Fire Protection in the amount of$97,249; (3) Approve an additional $60,000 for project development and construction management costs and$32,751 for contingency; (4) Authorize the City Manager to approve additional increases in either the contract administration or construction contingency amounts up to a total of $20,000 for a total project cost of$370,000; and (5) Find that the project is categorically exempt from review under the California Environmental Quality Act Guidelines, per Section 15301(a), (b), (d) — Existing Facilities. Fiscal Impact This project was initially estimated at $130,000 during the development of the Redding Electric Utility's ("REU" or "Utility") Fiscal Year 2019-21 Biennial Budget, and funds were deposited into the LTtility's Major Maintenance Fund on July l, 2020. Subsequently, REU retained a consultant to complete a design meeting of National Fire Protection Association (NRPA) requirements. Due to the project's unique nature, it has been determined that two separate contractors/contracts are required to procure and install the equipment. The funds required for the project, including contingency and extra work, are available in REU's Major Maintenance Fund by delaying other projects that do not harm REU's ability to provide safe and reliable power to its customers. Therefore, REU proposes using an additional $240,000 to complete the project for a total budget of$370,000. Replenishment and revision of the Major Maintenance Fund and funding plan will be included in REU's Fiseal Year 2023-25 Biennial Budget request. Alternative Action The City Council may choose not to award the bid or approve additional funds which would not permit the installation of a modern fire monitoring system at the Redding Power Plant, which is compliant with current standards. Background/Analysis Attached is a tabulation of bids received and opened on February 23, 2023, for the Redding Power Plant Fire Monitoring System Upgrade projects. The low bid for the Redding Power Plant Electrical Fire Monitoring System Upgrade project in the amount of$160,000 was received from BHP Requiem, Inc. The engineer's estimate was $66,000. The low bid for the Redding Power Plant Mechanical Fire Monitoring System Upgrade project in the amount of $97,249 was received from Mike Murray Plumbing & Fire Protection. The engineer's estimate was $100,000. The fire monitoring system at the Redding Power Plant is obsolete. The Redding Power Plant insurance agents recommend updating the system to comply with current standards. To modernize the system, Systech Fire Protection was contracted to design a new system that would meet all NFPA requirements. After the design was completed, a Request for Proposals was published through Public Works, but no bids were received because there were no companies who could perform the mechanical and electrical portions of the scope. Staff split the Request for Proposal into two parts, electrical and mechanical installations, and published two new separate Request for Proposals. Staff recommends awarding contracts to Mike Murray Plumbing & Fire Protection for the mechanical installation (Bid No. 5349) and to BHP Requiem, Inc. for the electrical installation (Bid No. 5348). The installation will meet a11 present NFPA regulations. Class 1 exemptions include the operation, repair, inaintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The existing fire monitoring system will be upgraded to meet safety standards, and the project does not involve expansion of use. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. The project has no potential to have a significant effect on the environment.
