Recommendation Authorize and approve the following: (1) Offer Ordinance amending RMC Section 11.16.010 (One-Way Streets and Alleys - Designated), relating to addressing one-way traffic in the City of Redding's downtown core, for first reading by title only and waive the full reading; and authorize the City Attorney to prepare, and the City C1erk to publish a summary of the ordinance; and (2) Find that the action is exempt from review under the California Environmental Quality Act Guidelines,per Section 15061(b)(3)—Common Sense Exemption. Fiscal Impact There is no direct fiscal impact to amend the One-Way Streets and Alleys ordinance. Sufficient funds for staff time to implement the requisite changes are included in the adopted Streets Division budget for Fiscal Year 2022-23. AZteNnative Action The City Council (Council) may choose not to adopt the attached ordinance and retain the One- Way Streets and Alleys list as-is. The direction of the California-Market Alley between Sacramento Street and Tehama Street would not be reversed from southbound to northbound. This alternative would result in less efficient circulation and be counter to the proposed overall design of the area as contemplated prior to redevelopment. Background/Analysis In 2021, the City of Redding (City) completed the Downtown Streets Circulation Project which reopened s�reets which were closed to public traffic since 1972. The project, as part of the �rst of two Affordable Housing and Sustainable Communities (AHSC) grants for redevelopment in the downtown area included the reopening of Market S�reet from Tehama Stre�t to Yuba S�reet, and it reversed the direction of the Market-Pine Street Alley from northbound to southbound between Sacramento Street and Trinity Street. Reversing the direction of travel of the alleys is noted in Report to Redding City Council March 29,2023 Re: 9.11(h)--Amend RMC Chapter 21.16 One-Way Streets and A11eys Page 2 the Downtown Redding Community-Based Transportation Plan to reduce recirculation of traffic on major public streets. The second AHSC grant focused on the blocks west of the California-Market Alley between Tehama Street, Placer Street and California Street. The second Streets and Circulation project associated with this AHSC grant will construct Yuba Street and Butte Street west to California Street and completely redesign the California-Market a11ey into a new walkable retail corridor that highlights the redevelopment in the area. The newly designed alley will be wider and feature pervious paver roadways, new street lighting, gathering spaces, and numerous new retail frontages. As part of the overall plan, the alley is proposed to circulate northbound in this area and complements the reversal of the Market-Pine alley which works in conjunction with the one- way streets of Pine Street and California Street. In review of the directional change from southbound to northbound, it was determined that the alley reversal of direction would extend from Sacramento Drive on the south to Tehama Street on the north, and the alley direction would not change to the north of Tehama Street. North of Tehama Street the directional change would have negatively affected the operation of trash enclosures, drive-through lanes, and the operation of private parking lots. The transition of the directional travel on the alley was discussed with California Department of Transportation (Caltrans), and it was determined that the reversal of direction would not cause an undue traffic burden to the State's right-of-way. The proposed changes were coordinated with area businesses, Caltrans, City of Redding Solid Waste Division and public safety personnel. As part of the larger downtown redevelopment projects and removal of the parking structure on California Street, Caltrans reconfigured the lanes on Tehama Street to allow two-directional traffic from Market Street to California Street. This change occurred several years ago; but the municipal code still reflects the old traffic pattern on this block and needs revision. A few other minor cleanup items where noticed with the proposed revisions. Letter A,referred to the old Center Street through what used to be parking lot Number 5 adjacent to the west side of the Lorenz Hotel. That area is now a park and leased to "The Park" organization; it is no longer a one-way street. The other revisions changed nomenclature to be consistent and adjusted the Pine- East a11ey south to Sacramento reflecting current operation. Environmental Review Staff have determined that the action is exempt from review under the California Environmental Quality Act (CEQA) Guidelines, per Section 15061(b)(3) — Common Sense Exemption. CEQA applies only to projects which have the potential for causing a signifcant effect on the environment. The amendment will update the location and direction of travel, but will not result in physical alteration of the environment. The action has been reviewed and it can be seen with certainty that there is no possibility that the action may have a significant effect on the environment. Council Priority/City Manager Goals � Economic Development — "Facilitate and become a catalyst for economic development in Redding to create jobs, retain current businesses and attract new ones, and encourage investment in the community."
