CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Accept the grant from the State of California Officer Wellness and Mental Health Grant Program
in the amount of $72,320 to fund programs that enhance officer wellness and mental health; and
Adopt Resolution approving and adopting the 84th Amendment to City Budget Resolution No.
2021-078.
Fiscal Impact
This grant does not require matching funds. There is no negative fiscal impact in accepting this
grant.
Alternative Action
The City Council could choose not to approve acceptance of the grant. The Redding Police
Department would lose the opportunity to improve the well-being of officers.
Background/Analysis
With the passage of the Budget Act of 2022, the Officer Wellness and Mental Health Grant
Program was established which provides $50 million for city and county law enforcement
agencies to use to improve officer wellness and expand mental health sources. Funding has been
distributed on a pro-rata basis to law enforcement agencies throughout the State of California,
and the Redding Police Department (RPD) received $72,314.51. All funds must be expended by
December 1, 2025. The funds must be used to improve the wellness and mental health of sworn
officers. Per the statute, the funding may be used for any of the following purposes:

• Establishing or expanding officer wellness units
• Establishing or expanding peer support units
• Services provided by a licensed mental health professional, counselor, or other
professional who works with law enforcement
• Expanding multiagency mutual aid programs focused on officer wellness and
mental health
• Other programs and services that are evidence-based or have a successful track
record of enhancing officer wellness
There was no application process nor is there a grant agreement to be signed for this grant. The
grant program will be administered by California Board of State and Community Corrections
(BSCC). There are requirements that include reporting utilization of the funds as well as the
results of the program throughout the grant period. The BSCC will report the results to Peace
Officers Standards and Training (POST). Over the next several months, RPD will evaluate the
best use of the funding.
Environmental Review
Accepting the grant is not a project as defined by the California Environmental Quality Act,
therefore, no further action is required at this time.
