REPORT TO THE CITY COUNCIL
Recommendation
Authorize the sole source purchase of one Type III wildland engine from Golden State Fire
Apparatus, Inc., for a price not to exceed $475,000, which includes inspection trips, delivery,
sales tax, and a pre-payment discount for the City of Redding Fire Department.
Fiscal Impact
The Type III wildland fire engine purchase involves an expenditure not to exceed $475,000 from
the Fire Department's rolling stock account. There will be no new fiscal impact as a result of this
purchase.
Alternative Action
The City Council could opt to not approve the request for this purchase and direct the Fire
Department to purchase a custom Type III fire engine at an approximate additional cost of
$110,000-120,000 and a thirty-month build time.
Background/Analysis
On February 14, 2023, the Fire Department received a Golden State Fire Apparatus proposal for
one Type III wildland fire engine. The Type III fire engine is a "stock-build engine," meaning it
has no specific modifications made for the Fire Department; it is built ready-made for delivery. It
is a rare opportunity to purchase stock-built fire apparatus instead of the typical custom build.
The proposal represents a valuable opportunity to purchase the stock engine immediately, saving
approximately $110,000 to $120,000 compared to a custom build. The Fire Department has been
advised that the build time for a custom Type III engine is thirty months from the time of order.
At the December 20, 2022, Council Meeting a similar request for a stock build Type III was
approved, and it will be arriving in early March. If approved, the requested new Type III

wildland engine will be available to fight fires in the 2023 fire season; a custom-build purchase
would not be available until the end of the 2025 fire season.
The stock Type III fire engine the Fire Department is requesting to purchase mirrors the
apparatus used by California Department of Forestry and Fire Protection (Cal Fire). Having the
same equipment as Cal Fire is advantageous when Redding Fire Department is deployed,
because Cal-Fire mechanics can fix and replace parts on-site. It is the recommendation of the
Fire Department going forward to only purchase stock Type III fire engines for the above
reasons.
Upon delivery and placement in service, the Type III fire engine will replace a 2000 Type III
wildland fire engine. Fire engines of this age are increasingly unreliable and are recommended
for surplus.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.
