Recommendation
Adopt Resolution approving and adopting the 83rd Amendment to City Budget Resolution No.
2021-078 appropriating $125,000 from the General Fund to replace the Sundial Bridge LED
lighting system; and to convert a part-time Accounting Specialist position to a full-time position.
Fiscal Impact
The General Fund fiscal impact is $125,000 for the lighting project.
The cost of upgrading the part-time, Accounting Specialist position to a full-time position will be
covered with existing resources in the Parks Division from salary savings. In the next budget, the
increased cost will be funded through existing cross charges, primarily Landscape Maintenance
Districts (LMD), for a total cost of $88,960.
Alternative Action
The City Council could choose not to approve funding for one or both requests and provide
alternative direction to staff.
Background/Analysis
Sundial Bridge LED Light Replacement
The Sundial Bridge opened on July 4, 2004, and has become an iconic landmark for the City of
Redding (City). The Sundial Bridge is a gateway to the Turtle Bay Exploration Park (Turtle Bay)
and the Sacramento River Trail network. The City owns the Sundial Bridge and is responsible
for its structural maintenance.

In 2014, the City upgraded the lighting system to LED fixtures and installed a new control board.
LED lights simplify the control and operation of lights while increasing the intensity and span of
colors available. There are 16 light fixtures installed in 9 locations under the bridge deck.
Over the last year, the frequency of malfunctions increased significantly. One notable event, the
Think Pink event, experienced a major lighting failure where more than 40 percent of the lights
were inoperable this past winter, causing safety issues for bridge visitors. The City provided
additional auxiliary lighting during the Garden of Lights season. The fixtures cannot be repaired;
a system replacement is necessary.
The Sundial Bridge, the Sacramento River Trail, the Redding Civic Auditorium, and Turtle Bay
Exploration Park are destinations for residents and visitors alike. Ensuring that the Sundial
Bridge and the surrounding plazas are well-maintained and safe is an important investment for
the community and its reputation as a tourist destination.
LMD Accounting Specialist
In 2015, the Parks Division took over the administration of the LMD financials from the Pu blic
Works Department and hired a part-time Accounting Specialist. This position is limited to 1,000
hours per fiscal year and works an average of 20 hours per week. At that time, there were 37
districts, and the annual maintenance contract was $182,052. Currently, the City has 51 districts
with 77 improvement areas, with an additional two districts enrolling next year. The yearly
contract for maintenance in 2023 is $431,652, which is a 38 percent increase in districts and a
137 percent increase in the maintenance contract. Many of the newer districts are substantially
larger than older districts, with more complex landscapes and benefit units.
The Accounting Specialist is responsible for the monthly landscape inspections of all 77 LMDs,
administering the maintenance contract, troubleshooting problems, handling resident complaints
and questions, and planning non-routine maintenance work and improvements within the
districts. A very important responsibility of the position is to complete the accounting necessary
to complete the annual Engineering Reports and set the yearly levy for each LMD. This process
is complex, with hard deadlines to meet the County of Shasta’s timeline for inclusion in the
annual property tax assessments. If the annual levee is not assessed, funds cannot be captured
until the following annual process. There are over 5,000 residents that are assessed on a yearly
basis for LMDs.
Due to the growth and complexity of the assignment, the part-time position is no longer
sufficient to manage the LMD program and complete the required documentation for the County
Tax Assessor. Converting this position from part-time to full-time will allow adequate time to
complete the necessary duties to manage LMDs and provide limited assistance with other tasks,
such as timekeeping and procurement, to support the Parks and Building Maintenance
operations.
Environmental Review
For purposes of the California Environmental Quality Act (CEQA), the Sundial Bridge LED
Light project is properly characterized as a repair and maintenance of an existing facility within
the meaning of 14 CCR 15301. No further action is required.

Converting the part-time Accounting Specialist to a full-time position is not a project defined
under the California Environmental Quality Act, and no further action is required.
