HomeMy WebLinkAbout _ 4.2(a)--Authorize City Manager or designee to apply for HHAP 3 Grant CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Authorize the City Manager, or designee, to submit an application and any other documents necessary to apply for the Homeless Housing, Assistance and Prevention Program Round 3 Grant through Shasta County as lead agency for the NorCal Continuum of Care; and find that applying for funding is not a project under the California Environmental Quality Act. Fiscal Impact Homeless Housing, Assistance and Prevention Program Round 3 Grant (HHAP3) funds have no match obligation. There is no impact to the General Fund. Alternative Action Should the City Council decline to authorize the submission of the HHAP3 application, including the required authorizing resolutions, the City of Redding (City) would be unable to compete for this grant funding opportunity. Background/Analysis Shasta County as the lead agency for the NorCal Continuum of Care (Lead Agency) received an HHAP3 allocation of $2,019,036 for the seven-county continuum. HHAP3 is a $1 billion block- grant program designed to support regional coordination and expand or develop local capacity to address immediate homelessness challenges throughout the State of California. HHAP3 funds are encouraged to be used for continual regional coordination and a unified regional response to the reduction of homelessness by a framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing. Eligible HHAP3 activities include, but are not limited to, street outreach, services coordination, and delivery of permanent housing solutions such as motels and interim sheltering. MEETING DATE: March 7, 2023 ITEM NO. 4.2(a) FROM: ***APPROVED BY*** sbade@cityofredding.org btippin@cityofredding.org SUBJECT: 4.2(a)--Authorize City Manager, or his designee, to apply for Homeless Housing Assistance and Prevention Program (Round 3) Grant Steve Bade, Assistant City Manager Report to Redding City Council February 28, 2023 Re: 4.2(a)--Authorize City Manager or designee to apply for HHAP 3 Grant Page 2 The Lead Agency published a Notice of Funding Availability, making available $986,232 in HHAP3 funds for application by participating Shasta Advisory Board Member Agencies for eligible activities. Staff wishes to submit an HHAP3 application, requesting funding for three specific projects: 1. Support service coordination at the Mark Street Micro-shelter project. 2. Match for a Homekey Program application in the spring of 2023. The Homekey Program is a grant opportunity for local public entities to develop a broad range of housing types for individuals and families experiencing homelessness. 3. Activity delivery costs for the Shasta Advisory Board Continuum of Care Coordinator project. The grant application is due to the Lead Agency by March 17, 2023. Should the project(s) be chosen for funding, staff will return to the City Council to consider project funding amounts and scope of work details. Environmental Review Applying for grant funding is not considered a project under the California Environmental Quality Act (CEQA). Any project that is developed will be reviewed for CEQA compliance once the details are known. Under the National Environmental Policy Act (NEPA), administrative and management activities such as applying for grant funding are considered exempt activities and no further action is required. Any construction projects will be reviewed for NEPA requirements if awarded funding by the State.
