HomeMy WebLinkAbout_9.4(a)--Consider report regarding the formation of a Director's Ad-hoc CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Accept report and provide direction to staff regarding the formation and focus of a director’s ad- hoc committee for the purpose of developing and recommending modifications to the Redding Municipal Code as it relates to short-term rentals; and if a committee is formed, the City Council should provide direction regarding the priority of ongoing efforts such as the Redding Riverfront Specific Plan, General Plan, and Tree Management Ordinance Committee. Fiscal Impact There is no fiscal impact related to accepting a report or the formation of a committee to recommend modifications to the short-term rental (STR) ordinance other than staff time. Alternative Action The City Council (Council) could choose not to form a Director’s committee and instead consider the item as a public hearing as published on this agenda. Background/Analysis At its meeting on October 18, 2022, the Council reviewed several recommendations for changes to the STR ordinance and directed staff to develop a new ordinance and present it to the Planning Commission and ultimately return to the Council for consideration. The Planning Commission reviewed the ordinance on January 10, 2023, and subsequently provided comments, recommendations, and proposed approvals to submit to the Council for consideration. During the Planning Commission meeting, and during public comment at recent Council meetings, the concept of a commit tee to study this issue was vocalized. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required.
