REPORT TO THE CITY COUNCIL
Recommendation
Authorize submission of a grant application to the United States Department of Transportation
Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant program in the
amount of $25,000,000 for the South Bonnyview Divergent Diamond Interchange and Corridor
Capacity Improvement Project.
Fiscal Impact
If selected, the United States Department of Transportation may award $25,000,000 in grant
funding to the City of Redding (City). Local required matching funds are variable depending on
certain community characteristics specified in the notice of funding opportunity. The South
Bonnyview Divergent Diamond Interchange and Corridor Capacity Improvement Project
(Project) is eligible to use Traffic Impact Fee program funds as a local match; however, the local
match funds will be determined at the time of the grant award. City staff will bring any final
award and required local match before the City Council (Council) for approval when it is known.
Alternative Action
The Council may choose not to authorize this grant application, in which case City staff will not
apply to the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant
program. The City would not be considered under this program and miss this opportunity to
receive Infrastructure Investment and Jobs Act funding through a competitive grant program.
Background/Analysis
The Infrastructure Investment and Jobs Act was signed into law by the President of the United
States in November 2021 and made additional funding for infrastructure, including roads,
harbors, rail networks, and other transportation, available through a number of programs. In its
first year, the RAISE grant program had $1,500,000,000 of funding available. Previously, under

the American Recovery and Reinvestment Act, the RAISE program was known as TIGER grants
which have included projects such as dedicated bus lanes, highway and bridge repair, dock
replacements, and rail-to-trail projects in a number of states. The RAISE program is the first
discretionary funding program tapping into the Infrastructure Investment and Jobs Act to accept
applications.
The City is requesting authorization to seek grant funding for $25,000,000 to complete the
project. In the previous funding cycle, the City Council approved an application which was not
selected. The United States Department of Transportation provided feedback on that application
to City staff last November which painted an optimistic picture and revealed that the application
scored high in many areas and passed several rounds of review, however, it did not make the
shortlist for the final round of project selection.
The City has already made progress on portions of this project using existing funding, notably
the roundabout on the western side of the project location. The remaining improvements include
work on the ramps on and off of Interstate 5, the diverging diamond interchange itself, and
another roundabout on the eastern side of the project area. These improvements are critical for
serving the increased economic activity in the area and new housing inventory that will see more
people living near and commuting through the area. This project also benefits from being
innovative in the context of the California road network. While other diverging diamond
interchanges exist throughout the United States, this project has the potential to be one of the
first in the State of California.
Environmental Review
This action is not a project as defined by the California Environmental Quali ty Act (CEQA), and
no further action is required.
