Fiscal Impact The Wastewater Utility Division has sufficient funds available in the approved Fiscal Year 2022- 23 budget for this purchase. Alternative Action The City Council (Council) could choose not to approve the purchase and allocation of additional funds and provide alternative direction to staff. This alternative wi111imit the ability to obtain the optimal polymer for wastewater flow into the City of Redding's (City) system. Upsetting the biological processes could lead to operational process failure. Background/Analysis Polymer is used at the wastewater treatm�nt plants to aid in the dewatering process of biosolids, in order to meet landfill disposal requirements. The City of Redding wastewater treatment plants have used the same polymer for decades (Zetag 8848 and 8858, sold by Kubwater) with excellent results. These polymers have been blended specifically to work with the process and equipment at each of the treatment plants and is also the recommended polymer of the centrifuge manufaeturer at the Clear Creek Wastewater Treatment Plant dewatering faeility. Over the past few years, costs have risen due to inflation and exceeded the Redding Municipal Code purchasing limits for staff approval. A eompetitive bid process for an annual contract risks upsetting the operations of the plant by selecting differing products based upon selection criteria on a regular basis that may not work Report to Redding City Council February 15,2023 Re: 4.11(f)--Authorize the sole source purchase of polymer for the Wastewater Treatment Plants Page 2 well for the City's treatment plants. The wastewater treatment process is highly regulated and is better suited to the dosing of a consistent product, as has been for many years. By making a sole source finding, the City of Redding wastewater treatment plants would continue to use the polymer that has proven to work successfully without risking the upset of the process or potential operational failings due to inconsistencies. On June 16, 2021, the City Manager's office approved a Sole Source Finding not to exceed $200,000 staff limit for purchasing in accordance with Section 4.20.080 A(6) as noted below. Per Redding Municipal Code 4.20.080—Bidding—When dispensed with. A. Purchase of supplies, services or equipment shall be by bid procedures pursuant to Sections 4.20120 and 4.20.130, except that bidding may be dispensed with only in the following circumstances: 6. When, at the determination of the City Manager, or his/her designee, for awards up to two hundred thousand dollars, or upon approval by the City Council for awards over two h�undred thousand dollars, the supplies services or equipment to be purchased do not constitute public works projects and are to be procured under conditions representing best val�ue to the City taking into consideration val�ues other than solely price. Staff is requesting the Council's approval to purchase Zetag Polymer, sold by Kubwater not to exceed$400,000 annually. EnviNonmental Review This action is not a project as de�ined by the California Environmental Quality Act, and no further action is required.
