Fiscal Impact The East Cypress Storm Drain Replacement Project (Project) is being funded by the Storm Drain Utility Fund. The proposed $75,000 increase will come from already budgeted funds in the Strom Drain Division. The total project cost, including the proposed increase, is expected to be just under $563,000. Alternative Action The City Council (Council) may choose to reject the request and provide alternative direction to staff. Background/Analysis On June 7, 2022, the Council awarded the construction contract for the project to Northstate Earth and Water, Ine. The project consists of replacing a deteriorating six-foot by two-feet-eight- inch storm drain box culvert that has reached the end of its useful life with a new pre-cast box culvert. This facility crosses East Cypress Avenue between Oxford Road and Bunker Street. This project also includes r�placing asphalt concrete paving, curb, gutter, sidewalk, storm drainage inlets, and other miscellaneous items of work. During the course of construction, conditions in the field warranted changes to meet the original project's intent. These changes include unidentified water service conflicts, trench shoring, and eompaetion issues. However, the most significant item was the discovery of a PG&E gas service and AT&T duct bank that was poured directly into the foundation of the culvert being replaced, Report to Redding City Council February 10,2023 Re: 4.11(e)--Approve Contingency Increase for the East Cypress Avenue Storm Drain Replacement Project Page 2 which caused re-routing and delays to the project. The noted changes wi11 result in the contract bid item exceeding the bid quantity. The additional work will also cause the project budget to exceed the awarded amounts. An additional $75,000 in construction contingency funds is being requested to cover the additional expense. CypressAvenue Storm Drain Replacement Project Page 2 Alternative Action The City Council (Council) may choose not to award the bid for the East Cypress Avenue Storm Drain Replacement Project Bid Schedule and direct Storm Drain maintenance crews to continue monitoring the deteriorating concrete soffit of the existing box culvert and repair as needed. Roadway failure on this section of East Cypress would impact local business and traffic. Attached is the tabulation of bids received and opened on May 5, 2022. The low bid in the amount of $322,472.07 was received from Northstate Earth and Water, Inc., of Redding, California. The engineer's estimate was $290,250. Total project development costs for this project are estimated to be $30,000. Project development costs include engineering and environmental with permits. Staff has determined that the project qualifies as Categorically Exempt from environmental review under CEQA Guidelines Section 15301. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, and tribal cultural resources.
