REPORT TO THE CITY COUNCIL
Recommendation
Approve increases to the project budget in the amount of $150,000 for the completion of Bid
Schedule No. 5222, Redding Aquatic Center 50 Meter Pool Improvement Project as outlined
below for additional improvements:
(1) Increase of $20,000 to the construction management budget, bringing the construction
management total to $138,000; and
(2) Increase of $130,000 to the construction contingency budget, bringing the construction
contingency total to $240,000.
Fiscal Impact
The Redding Aquatic Center 50-meter Pool Improvement Project is being funded by the General
Fund. The proposed $150,000 increase in funding is available in the existing allocation for the
project in the Parks Division Budget. The total project cost, including the proposed increase, is
expected to be $1,950,000.
Alternative Action
The City Council (Council) may choose to reject the request and provide alternative direction to
staff.
Background/Analysis
On November 2, 2021, the Council awarded the construction contract for the project to Western
Water Features, Inc. The project includes the removal of the existing 50-meter pool plaster and
tile, as well as the removal of the activity pool water slide.

During the course of construction, conditions in the field warranted design revisions to meet the
original project intent. After the resurfacing of the 50-meter pool was completed, the water-stop
in the expansion joint failed. The pool is leaking a significant amount of water and will continue
to do so until it is repaired. The consultant design team recommends replacing the expansion
joint with a poured-in place repair. The scope of work for this repair includes the following:
providing daily moisture conditioning to the new plaster finish, saw-cutting the old expansion
joint (approximately 40” wide by 95 feet), removing and disposing of concrete, placement of
dowel in new rebar, using shotcrete in new concrete section, tiling of new sections to match
existing sections, repairing any damaged plaster areas (if needed), and finally filling and
balancing the pool. The noted changes will result in the contract bid item exceeding the bid
quantity and the additional time needed will increase the construction management services
required.
The additional work will cause the project budget to exceed the awarded amounts. An additional
$150,000 is requested to cover increases to the construction contingency ($130,000) and
construction management ($20,000) project components.

Environmental Review
This action is not a project as defined by the California Environmental Quality Act (CEQA)
Guidelines, and no further action is required. On November 2, 2021, the Council determined that
the Redding Aquatic Center 50-Meter Pool Improvement Project is categorically exempt from
review under the CEQA Guidelines, per Section 15301(d) – Existing Facilities.

Recommendation
Authorize the following actions relative to Bid Schedule No. 5222 (Job No. 7336) Redding
Aquatic Center 50 Meter Pool Improvements Project:
(1) Award to Western Water Features, Inc. in the amount of $908,765;
(2) Approve an additional $118,000 to cover the cost of administration and inspection fees;
and $50,000 for project development costs;
(3) Approve $110,000 to provide construction contingency funding;
(4) Authorize the City Manager to approve additional increases in either the construction
management or construction contingency amounts up to a total of $15,000; and
(5) Find that the Project is categorically exempt from the California Environmental Quality
Act per Section 15301(d) - Existing Facilities.
Fiscal Impact
The Redding Aquatic Center 50 Meter Pool Improvement Project (Project) is being funded by
the General Fund.

Alternative Action
The City Council (Council) could choose not to award the bid for the Redding Aquatic Center 50
Meter Pool Improvement Project and provide staff with alternate direction. If the project is not
awarded, the 50-meter pool at the Aquatic Center, as well as the waterslide at the activity pool,
will have ongoing maintenance and be in jeopardy of failing.
Background/Analysis
Attached is a tabulation of bids received and opened on October 14, 2021, for the Redding
Aquatic Center 50 Meter Pool Improvement Project. The low bid in the amount of $908,765 was
received from Western Water Features, Inc., of El Dorado Hills, California. The engineer's
estimate was $1,100,000. Total project development costs for this project are estimated to be
$50,000. Project development costs include engineering, surveying, right-of-way, environmental,
consultant services, and permit fees. There is $1,800,000 budgeted for the total project.
This project includes the removal of the existing 50-meter pool plaster and tile, in addition to the
removal of the activity pool water slide. The project will install new plaster, tile, activity pool
water slide, and complete water slide refurbishment.
Staff has determined that the project qualifies as Categorically Exempt from environmental
review under California Environmental Quality Act Guidelines Section 15301. The project area
does not have significant values for wildlife habitat or other environmental resources, and the
project has no potential to have a significant effect on the environment.
