RESOLUTION FOR EXCEPTION TO THE 180 -DAY WAIT PERIOD
GC sections 7522.56 & 21224
WHEREAS, in compliance with Government Code section 7522.56 the Redding City
Council must provide Ca1PERS this certification resolution when hiring a retiree before 180 days
has passed since his or her retirement date; and
WHEREAS, Deborah Ivey retired from the City of Redding in the position of Payroll and
Benefits Technician, effective August 14, 2023; and
WHEREAS, section 7522.56 requires that post-retirement employment commence no
earlier than 180 days after the retirement date, which is February 11, 2024, without this
certification resolution; and
WHEREAS, section 7522.56 provides that this exception to the 180 -day wait period shall
not apply if the retiree accepts any retirement -related incentive; and
WHEREAS, the Redding City Council, the City of Redding and Deborah Ivey certify that
Deborah Ivey has not and will not receive a Golden Handshake or any other retirement -related
incentive; and
WHEREAS, the Redding City Council hereby appoints Deborah Ivey as an extra help
retired annuitant to assist with special projects such as the implementation of the City-wide
Enterprise Resource Planning (ERP) and Human Capital Management (HCM) systems under
Government Code section 21224, effective September 6, 2023; and
WHEREAS, the entire employment agreement, contract or appointment document
between Deborah Ivey and the City of Redding has been reviewed by this body and is attached
herein; and
WHEREAS, no matters, issues, terms or conditions related to this employment and
appointment have been or will be placed on a consent calendar; and
WHEREAS, the employment shall be limited to 960 hours per fiscal year; and
WHEREAS, the compensation paid to retirees cannot be less than the minimum nor
exceed the maximum monthly base salary paid to other employees performing comparable duties,
divided by 173.333 to equal the hourly rate; and
WHEREAS, the maximum monthly base salary for this position is $5465.00 and the
hourly equivalent is $31.53, and the minimum monthly base salary for this position is $4283.00
and the hourly equivalent is $24.71; and
WHEREAS, the hourly rate paid to Deborah Ivey will be $31.53; and
WHEREAS, Deborah Ivey has not and will not receive any other benefit, incentive,
compensation in lieu of benefit or other form of compensation in addition to this hourly pay rate;
and
THEREFORE, BE IT RESOLVED THAT the Redding City Council hereby certifies
the nature of the appointment of Deborah Ivey as described herein and detailed in the attached
employment agreement/contract/appointment document and that this appointment is necessary to
provide critically needed assistance with the implementation of the ERP and HCM systems. Ms.
Ivey's title will be Payroll and Benefits Technician during her employment as a retired annuitant.
Although Ms. Ivey will have the title of Payroll and Benefits Technician, she will not be assuming all
the roles and responsibilities of that position.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a
regular meeting of the City Council of the City of Redding on the 5th day September, 2023, by the

DEPARTMENT NUMBER: Refers to the three digit number assigned by Finance for each department and
division.
EMPLOYEE NUMBER: Refers to the number assigned to each employee (refer to a PER 10 Job
Classification and Status Report or telephone the Personnel Office).
EFFECTIVE DATE: On new hires or re-employs, the effective date must be the first day the
employee actually reports for work. On separations/terminations, the effective
date is the last day of employment. On promotions, reclassifications, pay
increases, status changes, etc., the effective date must be the beginning of a
payroll period.

Wage/Salary Rate: Refer to current salary schedules found on the City of
Redding website for appropriate rate. Do not use an hourly rate for a pay -
for -performance request, use a monthly salary rate, rounded to the
nearest dollar.
Classification: Refers to the job title. Example: Clerk II
C. EXPLANATION OF ACTION: Please be as specific as possible on the explanation of action. Indicate the
reason for the action.
D. CREATE HELP DESK TICKET: Creating an IT Help Desk ticket is a required step in the onboarding and
offboarding of employees. Employees cannot be assigned computer
permissions and an electronic access key badge unless they are entered into
the active directory via a help desk ticket. Changes to computer access and
facility access for separating employees should be completed on the
effective date of the separation.
E. ORDER OF ROUTING: The Personnel Action Form must be signed by the department director before
submitting to the Personnel Office.
