HomeMy WebLinkAboutReso 2023-087 - Authorizing the Filing of a Strategic Growth Council Transformative Climate Communities (TCC) Planning Grant Application and Participation in Community Resilience Centers ProgramRESOLUTION NO. 2023-087 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE FILING OF A STRATEGIC GROWTH COUNCIL TRANSFORMATIVE CLIMATE COMMUNITIES (TCC) PLANNING GRANT APPLICATION AND PARTICIPATION IN THE COMMUNITY RESILIENCE CENTERS PROGRAM AND ADOPTING AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO APPLY, ACCEPT, AMEND AS NEEDED, AND IMPLEMENT THE COMMUNITY RESILIENCE CENTERS PROGRAM FOR THE GRANT TERM WHEREAS, The California Strategic Growth Council Transformative Climate Communities ("TCC") Planning Grant was established by Assembly Bill 2722 in 2016 and since then has allowed 18 communities across the State to fund the development and implementation of neighborhood -level, climate -resilient community projects that provide economic, environmental, and health benefits to the state's most disadvantaged communities; and WHEREAS, the City of Redding ("Applicant") desires to apply for Community Resilience Centers Program grant funds in the amount of $500,000 that would allow the City of Redding to identify potential projects and a Collaborative Stakeholder Structure for a Community Day Resource Center in the City of Redding; and WHEREAS, Program funding allocations are subject to the terms and conditions of the Notice of Funding Availability (NOFA), the Application, the Standard Agreement ("Standard Agreement"), and all other legal requirements of the Community Resilience Centers Program. NOW THEREFORE BE IT RESOLVED THAT: 1. Applicant is hereby authorized and directed to submit a Planning Application to the Department in response to the NOFA, and to apply for Community Resilience Centers Program planning grant funds in a total amount not to exceed $500,000. 2. If the Application is approved, Applicant is hereby authorized and directed to enter into, execute, and deliver a Standard Agreement in a total amount not to exceed $500,000, any and all other documents required or deemed necessary or appropriate to secure the Community Resilience Centers Program funds from the Department and to participate in the Program, and all amendments thereto (collectively, the "Community Resilience Centers Program Documents"). 3. Applicant acknowledges and agrees that it shall be subject to the terms and conditions specified in the Standard Agreement, and that the NOFA and Application will be incorporated in the Standard Agreement by reference and made a part thereof. Any and all activities, expenditures, information, and timelines represented in the Application are enforceable through the Standard Agreement. Funds are to be used for the allowable expenditures and activities identified in the Standard Agreement. 4. The City Manager or designee is authorized to execute the Application and the Community Resilience Centers Program Documents for participation in the Community Resilience Centers Program.
