A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE APPLICATION FOR COMMUNITY RESILIENCE
CENTERS PROGRAM GRANT FUNDS
WHEREAS, the California Strategic Growth Council (SGC) received a $110 million General
Fund appropriation in Fiscal Year (FY) 2022-2023 to implement the Community Resilience
Centers (CRC) program through the provision of grants, staff support, and third -party technical
assistance. Of the total funds, $98.6 million is available for Round 1 grants; and
WHEREAS, the SGC's CRC program will fund the planning, development, and construction of
neighborhood -level community resilience centers to provide shelter and resources during climate
and other emergencies, such as extreme heat events and poor air quality days. The program will
also fund ongoing, year-round community services and programs, such as food distribution and
workforce development training, that build overall community resilience; and
WHEREAS, SGC will prioritize community -serving locations across the state, such as schools,
libraries, community centers, health clinics, and places of worship. SGC's CRC program will
fund planning, pre -development, and implementation activities; and
WHEREAS, the City is eligible to apply for and administer CRC program funds for the
construction of Panorama Park & Resiliency Center; and
WHEREAS, if awarded, the Applicant agrees to use the CRC funds only for Eligible Activities
approved by SGC and in accordance with all Program requirements, Program Guidelines, other
rules and laws, as well as in a manner consistent and in compliance with its application and other
contracts between the Applicant and SGC; and
WHEREAS, procedures established by the SGC in the Round 1 Final Program Guidelines issued
April 26, 2023 require the Applicant to certify by resolution the approval of the application before
submission of said application to the State;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby
approves the filing of an application for the Panorama Park & Resiliency Center Project in the
amount of $10 million, and:
Certifies that said Applicant has or will have available, prior to commencement of any
work on the project included in this application, sufficient funds to complete the project if
the grant is awarded;
2. Certifies that if the project is awarded, the Applicant has or will have sufficient funds to
operate and maintain the project; and
Delegates the authority to the City Manager, or designee, to conduct all negotiations, sign
and submit all documents, including, but not limited to, applications, agreements,
amendments, and reimbursement requests, which may be necessary for the completion of
the Grant Scope.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 5th day of September, 2023, by the
following vote:
