A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING
AMENDMENTS TO THE REHABILITATION LOAN POLICY ADOPTED BY CITY COUNCIL
RESOLUTION NO. 75-86
WHEREAS, the City of Redding has adopted a rehabilitation loan policy by
City Council Resolution No. 75-86, and amended it by Resolutions No. 76-36,
No. 77-135, No. 77-189, No. 78-223, No. 78-235, No. 78-240, No. 79-46, No. 79-106,
No. 79-115; and
WHEREAS, the City Council deems it to be in the best interest of the citi-
zens of the City of Redding that the rehabilitation loan policy be further
amended as set forth in Exhibit "A" attached hereto; and
WHEREAS, it has been determined that this matter is categorically exempt
from the provisions of CEQA,
NOW, THEREFORE BE IT RESOLVED that the amendments to the rehabilitation loan
policy attached hereto as Exhibit "A" are hereby approved and adopted.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a
regular meeting of the City Council of the City of Redding on the 3rd day of
December , 1979, and was duly adopted at said meeting by the following vote:

Amendment No. 10 to City of Redding Rehabilitation Loan Policy
SECTION 10 - SPECIAL PROGRAMS
1 . Linden Area Rehabilitation Grants

"Rehabilitation Grants/Deferred Loans not exceeding an accu-
mulated total of $76,000.00 will be made to applicants in
the previously designated Linden Rehabilitation Area who
meet the qualifications listed below:
A. For Homeowners Rehabilitation Grants in an amount not
to exceed $4,000.00 per grant will be made to qualified owner
occupants. Grants will be awarded on a two to one (2-1 ) ratio
in conjunction with the City's rehabilitation loan program.
Each $2.00 in loan will qualify applicant for a $1 .00 grant.
B. For Landlords Deferred Loans will be made to those pro-
perty owners who wish to participate in the Section 8 Moderate
Rehab Program but are unable to do so because the total cost of
improvements exceeds the maximum amount affordable in rent in-
creases. These deferred loans will be used in conjunction with
other financing.
This loan will be provided at current FHA Title I maximum annual
interest rates and will be converted to a grant when the land-
lord has fulfilled his obligation under the Section 8 Moderate
Rehab Program. If the obligations under the agreement are not
met, the loan is immediately due and payable. If the property
is sold before this obligation has been met, the loan may be
assumed by the new property owner provided that a contractual
agreement is entered into that will continue the original agreement.
Individual loan amounts will be determined by the loan committee.

SECTION 10 - SPECIAL PROGRAMS
"6. Cascade Area Rehabilitation Grants
Rehabilitation grants in an amount not to exceed $4,000.00
per grant will be made to qualified owner occupants. Eli-
gible homeowners will receive a $1 .00 grant to match every
$2.00 borrowed under the City's rehabilitation loan program.
Source of funding will be the rehabilitation loan program. "
"7. Emergency Deferred Loans
Deferred loans will be made available in designated rehab-
ilitation loan areas to those persons who are unable to make
a monthly loan payment but do not meet the criteria of the
deferred loan program. Eligible costs under this program
include loan processing fees and code items. General pro-
perty improvements are not eligible. "
SECTION 11 - ELIGIBLE AREAS
The following areas are eligible for City of Redding Housing
rehabilitation loans (see applicable resolutions for area maps) :
1 . Parkview-Freebridge East area - included 9/3/75
2. Parkview-Freebridge West area - included 3/29/76
3. Magnolia-Court area - included 6/28/76
4. Linden area - included 6/28/76
5. Downtown area - included 9/19/77
6. Cascade area - included 12/4/77
"Funds repaid from Housing Rehabilitation Loans shall be deposited
in a Revolving Housing Rehabilitation Loan Fund. Those funds that
originated from HUD Entitlement Grants shall be used to make addi-
tional loans in the following originally designated areas:
1 . Parkview-Freebridge East area
2. Parkview-Freebridge West area
3. Magnolia-Court area
4. Linden area
5. Downtown area
Those funds that originated from the 1979-1981 HUD Small Cities
Discretionary Grant shall be used to make additional loans in the
Cascade area. "
