WHEREAS, land in the area of the Redding Municipal -Air
port; is subject to overlapping planning and service delivery by -
the Cities 'of Redding . and Anderson and- the County-of Shasta, and
WHEREAS, the.-three agencies_ recognize they importance •
of the Municipal Airport as a .regional transportation facility,
, and wish to prevent incompatible development in' the= vici-nity, and •
WHEREAS, said agencies also wish to'' protect the health,
safety 'and welfare of persons. residing and..working: within ,the
area of interest, and . .
WHEREAS; the three agencies propose 't he''devefopment of
a .joint comprehensive general plan or : specific, plan as. the,;.most;
effective method to identify major planning' issues and resolution
-'thereof, 'to examine alternative land use. and development scheme's, '

JOINT PLANNING AGREEMENT
MUNICIPAL AIRPORT PLAN
THIS AGREEMENT, dated the day of
1980 , by and between the CITY OF REDDING, the CITY OF ANDERSON,
and the COUNTY OF SHASTA, public agencies under the laws of the
State of California,
WITNESSETH:
IT IS .HEREBY AGREED by and between the parties hereto
as follows:
1. Authority. This Agreement creates a planning com-
mittee by which the Cities of Redding and Anderson and the County
of Shasta will jointly prepare a comprehensive or specific land
use plan for the Redding Municipal Airport area.
2. . Name and status. The name of the committee shall
be the Municipal Airport Plan Committee. The status of the Com-
mittee shall be advisory to Redding, Anderson, and Shasta County.
3 . Powers and restrictions. The Committee, in its own
name, shall be charged with the preparation of a comprehensive or
specific plan for the Redding Municipal. Airport area. After said
plan is prepared, it shall be submitted to the governing bodies
of Redding, Anderson, and Shasta County, for adoption as an element
of their respective general plans. The Committee shall award a
contract to a consultant who has been approved by each of these
three agencies, for preparation of said plan. Each agency shall
approve the contract prior to award. The Committee shall hold at
least one public hearing on the plan before submission to each
agency. The Committee shall also prepare a draft EIR on the pro-
posed plan as part of its function . If requested by the Planning

Commission or governing body of any of these agencies , the
Committee may make recommendations upon specific projects in the
Municipal Airport Plan area.
4. Plan area. The area which the Municipal Airport
Plan shall cover is depicted on "Exhibit A" attached hereto and
incorporated herein by reference.
5. Committee composition. The Committee shall consist
of •seven members, including a Councilman and a Planning Commissioner
from each of the two Cities , and a Supervisor and a Planning Com-
missioner from the County. The Committee shall appoint a seventh
member to represent the public at large.
6 . Treasurer. The Treasurer of the committee shall be
the Treasurer of Shasta County.
7 . Budget and participation. The Committee shall be
assigned up to $50 , 000 . 00 in order to develop the Municipal Air- .
port Plan. The participation of each agency shall be as follows :
ten per cent for Anderson, forty-five per cent for Redding , and
forty-five per cent for Shasta County. Funds for the Municipal
Airport Plan shall be deposited into one account prior to award •

ing a contract.
8. Method of payment to consultant. Payments to the
consultant shall be based on the completion of the various tasks
listed in the scope of work and shall require written approval by
the Planning Directors of any two of these member agencies .
9 . Committee staff. Staff for the Committee shall
consist of the Planning Directors of Anderson , Redding, and
Shasta County. The City of Redding shall provide a stenographer
to ma:i.ntair, minutes of each meeting of the Committee.

10 . Place of meeting. Meetings of the Committee shall
be held in the Redding City Council Chambers located at 1313
California Street, Redding, California . •
11. Rules and procedures. The Committee will adopt
rules and procedures for the time and conduct of its meetings .
The Committee may select a chairman from among its seven members .
12 . Joint hearing. Pursuant to this Agreement, the
three agencies may conduct joint hearings regarding adoption of
the recommended Municipal Airport Plan.
13. Plan agreement. No action taken by the Committee
shall bind these three agencies to any recommended plan.
14 . Scope of work. The scope of work for the plan
shall be generally as outlined in "Exhibit B" . In soliciting bids •
for the preparation of the plan, the Committee shall organize the
material in order to be able to deduct items beginning with. the
last work to be performed. The scope of work shall also include
the preparation of a draft EIR on the plan. Before asking for
bids , the Committee shall list any assumptions upon which the
preparation of the plan is to be predicated.
15 . Termination. The Committee shall be terminated
upon submission of a draft Municipal Airport Plan to each of its
members. Such submission may include an oral or written report
by the Committee to each planning agency.
• 16 . Amendments . This agreement may be amended only
by terms and conditions approved by each of these three agencies.
.17 . Grant application. Under the terms of this Agree-
ment; it is understood that the City of Redding , on behalf of
all three agencies , may apply for Federal or State grant funds to
cover the cost of all or part of the proposed plan.

SUGGESTED WORK PROGRAM FOR TIAL•
REDDING MUNICIPAL AIRPORT
• AREA PLAN
Plan Purpose:
The purpose of the Municipal Airport Planning Program will be preparation of a
specific plan as defined by the Government Code for. the Airport planning area,
and its subsequent adoption by the cities of Anderson and Redding, and Shasta
County. The specific 'plan will address safety and noise, land use, circulation,
open space and public facility concerns and will provide the guidance necessary
to ensure that development in the Airport planning area will be compatible with
and supportive of the Airport function, and will maximize its contribution to the
growth and development of Redding, Anderson, and Shasta County and will protect
the health and safety of present and future residents and property owners within
the planning area,
•
Since the general plan process is not capable of providing the level of specificity
and responsiveness to localized conditions that are necessary for the successful
planning and development of the Airport planning area, use of the specific plan, as
authorized in State planning law (Government Code Section 65450, et, seq.), is
proposed, The specific plan process, in this case, will result in the preparation
of a plan which specifies permitted uses, and density or intensity thereof, type
and placement 'of structures, heights of structures, road alignments, infrastructure
needs and other development conditions necessary for the proper planning and devel-
opment within the Airport planning area. •
The plan is also intended to comply with the provisions of Division 9, Part 1,
Chapter 4, Article 3.5 of the California Public Utilities Code so that it can
be adopted by the Airport Land Use Commission as the Redding Municipal Airport
Comprehensive Land Use Plan.

Plan Objectives:
Specific objectives to be addressed in the specific plan are listed as follows:
*Safeguard the Airport from intrusion. by uses which limit the expansion of air
service to Redding, Anderson, Shasta County and the Northern California region
by recognizing the vital service provided by the Airport and. the need to maintain
a level of operations necessary to satisfy existing and future aviation require-
ments of the user communities,
*Prevent development which will lead to safety problems for air travelers and
persons residing or working in the Airport environs.
*To permit persons who live, work and own property near the Airport to enjoy a
maximum amount of freedom from noise and other impacts generated by the operation
of the Airport.
*To comply with Airport noise standards mandated by .the State of California and
ensure a development pattern which is compatible with Airport generated noise.
*Protect the public investment in the Airport, a facility for which there is no
feasible replacement.
*Recognize the Airport°s role as a major entry point for the cities of Redding and
Anderson and Shasta County and protect and enhance the appearance of the Airport area.
•
*Provide sufficient development opportunities for Airport related uses including
those which offer goods and services to air travelers and those which benefit
from the proximity to the passenger and air cargo service provided by the Airport.
*To comply with the operational and safety requirements of. the Federal Aviation
Regulations.

Preliminary Work Pr.ogrS •
Identified below are the major work tasks that the Municipal Airport Plan Committee
believes are required for preparation of. the Redding Municipal Airport Area Plan,
Task 1. Review of the Current Airport Master Plan.
The projections and assumptions contained in the Master Plan will be reviewed by
the consultant to determine if changes have occurred which necessitate revisions
of projected air travel, noise levels and contours, or airside or landside
facilities. At a minimum it will be necessary to extend the planning period for
the Airport by five years, i.e. from 1995 to 2000 and consider the implications
of this extended planning period. Needs and issues which should be addressed in
the planwouldbe documented.
Task 2. Inventory of Existing Environs Conditions.
A comprehensive inventory will be made by the consultant of the land supply and
existing land uses within the Airport planning area. Included should be docu-
mentation of development proposals. This would be complemented by investigations
and documentation of the existing and proposed infrastructure including but not
necessarily limited to roads, water, sewer and storm drainage facilities. Issues and
• concerns which should be addressed in the plan would be documented and such report
will include but not necessarily be limited to the following listed items. Infor-
mation developed under this task may also meet the requirements for the existing
conditions section of an Environmental Impact Report.

Task 3. Inventory/Analyze Existing Applicable Local, State and Federal Policies,
Regulations and Statutes.
A comprehensive inventory of existing local, State and Federal policies, statutes
and regulations will also be made. This will include local Airport Land Use
Commission policies and regulations and Airport Hazard Zoning, Applicable State
and Federal policies, regulations and statutes will be cited, reviewed and conclu-
sions made regarding their impact on land u:.e characteristics and Airport operation„

• Task 4. Identify Land Use and Airport Issues and Constraints.
Identify, by narrative and graphics, issues, conflicts, constraints and opportunities
concluded as a result of the inventory process. This information, coupled with
policy priorities identified in Sedway/Cooke reports, will provide the basis for
developing plan objectives and alternatives. This information will be reviewed
with the Committee and their respective affiliate agencies, if desired, and
the Airport Land. Use Commission.
Task '5. Formulate -Objectives -and Policies for -the -Plan Area.
Prior to preparation of the specific plan, the primary planning objectives for
the Airport planning area will be identified and these objectives reviewed and
approved by the Committee. These objectives will be derived in responses to
the needs, issues and concerns identified in Tasks 1, 2, 3 and 4.
Task 6. 'Develop Plan Alternatives. •
Develop three land use alternatives based on the objectives and policies developed
in" Task .5. Also develop the estimated circulation system and public improvements
needed to implement the plan.
Task 7. Evaluate Alternative Plans,
The success of the specific plan will depend upon the integration of various
components including land use, roads, and utilities. The function of this task
would be an evaluation. of the alternatives and a determination of which alternative
to develop as the specific plan, These alternatives would be assessed to determine
their effectiveness in promoting the agreed upon objectives and the feasibility
of implementation. The latter would include an examination of potential for Airport
related uses, a determination of: improvement costs, possible methods of financing
these costs and• discussion of recommended regulatory methods as well as discussion
of how each plan meets the goals and policies developed in Task 5. The environmental

Task 8. Development of. the Draft Specific Plan. and Draft EIR.
Following Task 7, the consultant will refine the adopted alternative conclusions
reached as a result of the previous tasks into a specific plan. The plan shall
generally contain the following listed components:

Concurrent with the preparation of the draft specific plan, the draft EIR will
be prepared. The consultant will be expected to modify both the EIR and the Plan
in light of public or other agency comments.
Task 9. Submission of Draft Specific Plan and Circulation of the EIR.
Following completion of the assessment in Task 8, a draft specific plan will be
submitted to the Committee. Those uses, facilities and concepts found to be desirable
and compatible would be combined into a composite plan and will be submitted to the
Committee, three jurisdictions and the Airport hand Use Commission for their
review and comment. The draft EIR will be circulated for comment at this time. A
second public hearing may be held at this point.
Task 10. Preparation of Final Draft Specific Plan and Environmental Impact Report.
Upon completion of the sponsor and agencies initial review, the draft plan would be
modified and a final draft plan prepared. Included during this task would be preparation

of specific land use regulations regulating the intensity of development, develop-
went standards governing siting and building construction to ensure acceptable
noise and safety conditions, alignments and design standards for roadway improve-

ments and design standards and guidelines for development having extensive public
exposures, e.g. along major approach roads to the Airport. The latter would
. include specifications for signing which are responsive to the identification and
communication needs of Airport related businesses and air travelers.

Task 110 Presentation to Sponsoring Agencies.
The consultant shall present the Final Draft plan and EIR to the responsible sponsoring
agencies at public hearings. These are intended to be hearings before the Planning
Commissions and legislative bodies with joint meetings of the various Commissions
and joint meetings of the various legislative bodies being planned in order to
streamline the hearing process. The consultant will supply each of the three
agencies with a reproducible master copy of the Plan and Environmental Impact
Report.
Task 12, Preparation. of Grant Application for ANCLUC Funds
The consultant shall also prepare and submit to the appropriate Federal agency(s)
an A.N.C.L.U.C. grant application which reflects the scope and nature of this
project. Preparation and submittal shall occur early - on in the course of
this project with the hope that funds will be received which would cover, in
whole or in part, the cost of this plan. •
