RESOLUTION NO. 80 A' RESOLUTION OF THE CITY COUNCIL OF THE CITY -OF REDD`ING AUTHORIZING. APPLICATION. FOR GRANT 'FOR JUVENILE OFFICER/ • COUNSELOR DIVERSION PROJECT UNDER THE JUVENILE JUSTICE' AND DELINQUENCY PREVENTION ACT OF 1974 . • WHEREAS, the City of, Redding desires to undertake a cer4 tain project designated the Juvenile Officer/Counselor Diversion Project, to be funded in part from 'funds made available through • .the Juvenile Justice and Delinquency Prevention Act of 1974 (PL 93-415) ,, administered by the Office of. Criminal Justice Plan ping (hereinafter, referred to-.as OCJP) , N0W, THEREFORE, BE 'IT RESOLVED by the City Council of • the City of Redding,-as follows : - • 1. The City Council makes the following 'findings in connection herewith: ' ' • (a) . The project is compatible with the Redding General Plan, • (b) The project will not significantly alter existing land form, • (c) The 'project is compatible with surrounding land,use, (d). The project is compatible with the Redding Municipal Code, • and the Council hereby ratifies the Negative Declaration approved • by the Board of Administrative Review on October 8 , 1980 . • 2 . That the City Manager is authorized to submit to OCJP, on behalf of the City, the attached Application for Grant • for Law Enforcement Purposes , and is authorized to execute the . . attached Grant Award for 'law enforcement purposes, including any . . • extensions or amendments thereof. • X41 • Q -1- • • • - • 3 . The number of juveniles handled increased 41.7% . The existing Juvenile Officer has been unable to provide intensive counseling or make many contacts with other service agencies for referrals due to the increased workload and in 1978 50.38% of juveniles handled were referred to the Probation Department instead of being handled at the police level of the juvenile justice system when the youth first encountered the police and when diversion-and intervention ar= most successful. OBJECTIVES (Must relate to the problem; i.e., its reduction or elimination. Objectives will be specific, measurable outcomes within specific time frames. List separately.): • * To increase by 15% the number of juveniles diverted at the police level of the • juvenile justice system as opposed to referral to Probation. . .� * To reduce the juvenile recidivism rate by 5% as a result of the rehabilitation effort as compared to recidivism rate 'in 1978. - ACTIVITIES (How do you intend to achieve the objectives. ) To provide a'full-ti e officer to enable :•'i_ ' ', the Redding Police Department to place more emphasis on cause and rehabilitation, rather than detention and possible rehabilitation later. An intensive counseling program will be established within the Redding Police Department, thus expanding ':':. .':, the existing program . Follow-up contacts will be provided at schools and homes , as well as: other related services. Aso, present community resources will be utilized to augment the counseling program as an effective alternative to detention. It is estimated that 916 juveniles will be handled through the project.
