Shasta _`-county Solid •Waste Management Plan have been developed as shown in "Exhibit A" • attached hereto, and • WHEREAS, said amendments have been approved by the County of Shasta and by the ,City of Anderson, and require approval by the City of Redding, and • • WHEREAS, the required public hearing has been held • in connection .herewith and good cause has not been shown why said :amendments should not 'be approved, • NOW, THEREFORE,---BE IT RESOLVED that the City Council of 'the City of Redding hereby approves the Amendments to the ' Shasta County Solid Waste Management Plan, shown in "Exhibit A" attached hereto. Private The Simpson Lee Paper Company owns and operates a private Class 11 Landfill Site under a permit granted by the Central Valley Regional Water Quality Board. I:xeannion of Private Facility Anderson Solid Waste, Inc. , a private owner and operator, proix)Ses to expmnd the scope of its present limited Class II-2 landfill to accept household garbage and a limited amount of certain hazardous Group 1 wastes. The hazardous wastes will only be disposed in a preselected pit upon the direction and control of the Regional Water c)u a l i t y Control Boa rd. The Anderson Solid Waste, Inc. , landfill corm) nced operations in the spring of 1977. It was originally conceived mainly as a disposal site for wood wastes, and for materials such as large tree limbs or tree stumps that are not acceptable at the nearby county transfer station. A major part of the fill is soi 1 and wood waste from lu.ri-- r mills, including Champion International, Kirri rl.y Clark, Paul Bunyan Lumber, and others. Various contractors add demolition wastes, and yard refuse is hrouaht in by individuals. Users are dlarged by the cubic yard, and receipts indicate that the current loading is 20,000 cubic yards per month. The landfill property covers about 130 acres, and the canyons propc..)sed for filling have an area of about 35 acres. The canyons have a volume car»city of roughly three million cubic yards. Present loading is 240,000 cubic yards of relatively dense waste per year. If this cerivicts to half its volume, the site would fill in about 25 years. Upon completion of the permit prcx'ess, it: is possible that Anderson Solid Waste, Inc. will accept the total combined city and county ;olid waste. Based a on the combined projected volumes the site will have a landfill life of eight years. This study looked at. 31 sites wi.th various r.uu: jen criteria. The u1t.irrnte ranking categorized the sites into t Ilre.e groups. The highest group, Group A, was considered as possible rut ore disi.osal facilities and are presented herein. It lies within Sections 2 and 3, T. 30 N. , P. 6 W. , M.D.13. 6 M. Si t-e access wi 1 l be from Gas Point Road to the south, Clear Creek Road from the east, Placer Road from the northeast and Platina Road from the'west. The primary access route will be Clear Creek Road from whi.c_'h wi 1 1 be constructed an access road to the landfill sito. • Section 3 contains two rain east-west trendina canyons which are unnamed tributaries to Dry Creek. The southern canyon is proposed to he uti lized as the landfill site. The canyon has a storage . volurn' Of 17 million cubic yards with a storage area of )65 acres.
