A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
OF INTENTION TO APPROVE AN AMENDMENT TO COI�TRACT
BETWEEN THE BOARD OF ADMINISTRATION OF THE PUBLIC
�MPLOYSBS ' RETIREb1ENT SYSTEM AiJD THE CITY COUNCIL OF
TIiE CITY OF. REDDING.
Ti7HBREAS, `the . Public Employees ' Retirement Law permits
the participation of public agencies and their employees in the
Public Employees ' Retirement System by the execution of a contzact ,
and sets forth the procedure by which said public agencies may
elect to subject themselves and their employees to amendments to
said law, and
WHEREAS , one of the steps in the procedure to amend this
contract is the adoption by the legislative body of the public
agency of a resolution giving notice of its intention to approve
an amendment to said contract , which resolution shall contain a
summary of the change proposed in said contract, and
WHEREAS, the following is a statement of the proposed
change:
To provide Section 20614 (that normal
member contribution rates be reduced
by an additional 1�) .
�OW, THEREFORE, BE IT RESOLVED that the City Council
of tne City of Redding gives , and it does hereby give notice of
intention to approve an amendment to the contract between the
said City Council and the Board of Administration of the Public
Employees ' Retirement System, a copy of said amendment being
attached hereto as an exhibit, and by this reference made a part
hereof.

?he Board of Adainistration, Public Employees' Retirement System, herein-
titer referred to as "Board", aztd the gaverning body of above public agency.
hereinafter referred to as "Public Agency", having entered into a contrac[
tmder da[e of Decenber 8, 1953, effective January 1, 1954, and as amended
effective October 1, 1956, June 1, 1962, �farch 21, 1965 , October 27, 1968,
January 1, 1969 , December 19, 1971, February 1, .1974, December 26, 1976,
July 1, 1977, Novec�ber 26 , 1978, which provides for participa[ion of Public
Agency ia said system, Board and Public Agency hereby agree as follovs:
A. Paragraphe 1 through 11 are hereby stricken fron said contract as
naecuted effective �ovember 26, 1978, and hereby replaced by [he
lolloc�ing paragraphs num6er 1 through 11 inclusive:
1. All wrds and terms used herein vhich are defined in the Public
8mployees' Re[irement Lav shall have the aeaning as defined [herein
ualesa o[herwise specifically provided. "Normal retirement age"
ahall mean age 60 for miscellaneoua members and age SS for local
Jafe[y members.
2. Public Agency shall participate in the Public Employees' Retirement
Syeiem from and after .Tanudry 1, 1954, naking its employees as
heteinafter provided, mer�bere of said System sub�ect to all provisions
of the Yublic Fmployees' Retir�nent Law except such as apply only on
eleCtion of a contracting agency and are not provided for herein
�ld to all amendments to said Lav hereafter enacted except such as
by exptesa provisious thereof apply only on the election of contracting
agencies.
3. Employees of Public Agency in [he following clasaes shall become
membara of said Retirement Sysiem except such in each such clasa
86 are excluded by lav or this agreenent:
a. Local Firemen (herein referred to as local safety members) ;
D. Local Policemen (herein referred to as local safety members);
e, �aployeea other than local safetq m�bera (herein referred to as
�lecellaneous �mbers).
In addl[ion to [he classes of esiplayees excluded from membership by
said Retirement Lav, [he following classes of e�ployees shall no[
become members of saSd Retirevent System:

, ' 4. This conCract �11 be continuation of the con�cts of. the rascade
Community Serv.� s District and the Enterprise blic Utility Dis-
Crict hereinafter referred to as "Former Agencies", pursuan[ to
Section 20567.1 of the Government Code, Former Agencies having
ceased to exist and been succeeded by Public Agency on June 23, 1976
and December 22, 1976 respectively. Public ?.gency, by thie contract,
ass�es the acc�ulated contri6utions and assets derived there-
from and liability for prior and current service under the Former
Ageacys' eontract vith respect to the Former Agencys' employees.
5, The fraction of final compensation to be provided for miscellaneous
, members for each year of credited prior and current service shall
be that provided in Section 21251,13 subject to the reduction
provided therein for service on and after January 1, 1969
of inembers whose service has been included in Pederal Social
Security.
6. The fraction of final compensation to be provided for each year
of credited prior and current service as a safety member shall
be de[ermined in accordance with Section 21252.1 of said
Retirement Lav (One-half pay at age 55).
7. The follo�aing additional provisions of the Public Fmployees' Retirement
I,av vhich apply only upon election of a con[racting agency shall applq
to the Public Agency and its �ployeea:
a. Sec[ion 20952.5 (praviding for age 50 as the minim� wluntary
retirement age for local safety members, with benefit payments
to�encing prior to age 55 subject [o actuarial diacount).
b. Sections 21380-21388 (providing for allowances for surviwre
of inembers covered under the 1959 Survivor's Progr� upon the
m�ber's death before retiremeot).
e. Section 21222.1 (providing a five-percent increase in allovance
to which the annual costrof-living provisions apply, payable
for [ime co�encing on the first day of [he calendar month
coinciding vith or next folloving the effective date of [he
. mmendmeot to add thia section to [hia contract, to or on account
of ine�bera retired or deceased on or prior to Deceember 31, 1970),
d. Section 20930.3 (alloving public aervice credit under the
prooiaions of Chapter 830, Stats. 1976, for up to four years
of continuous military or merchant marine service for persona
vho are members ia employment as of July 1, 1977 having the
opportunity to elect this 6enefit on the previous provisione
vith in 90 days after July 1, 1977) .
e. Section 20862.8 (providing service credit at retirement for
mnused sick leave).
f. Section 20024.2 (defining "final compensation" on the basis of
average compeasation earnable during the year i�ediately
preceding retirement or any other one year period elected by
the member).
g. Sections 21263 and 21263.1 (providing upon the death of a
member who zetired for service or disability for continuance
of a post-retirement survivor allowance to certain survivors).

i. Section 21298 (providing increased non-industrial disability
retirement allowances, of up to fifty-percent of final
campensation to members retiring after the effective date
of the amendment) , for local safety membera.
8. Public Agency, in accordance with Section 20740, Governmen[ Code,
ceased ta be an "employer" for purposes of Chapter 6 of the Public
Employees' Retirement Law effective on December 26, 1976.
Acc�ulated contributions of Public Agency as of the aforementioned
date ahall be fixed and determined as provided in Section 20759,
Government Code, and acci�ulated contributions as of the afore-
meationed date and contritiutions thereafter made shall he held by
[he Board as provided in Section 20759, Government Code.
9. Public Agency ehall contribute to said Retirement System as follovs:
a. With respect to miscellaneous members, the agency ehall
contribute the folloving percentages of monthly salaries
earned as miscellaaeous members of said Retirement System:
(1) 1.546 percent until June 30, 2000 on accoun[ of the
liability for prior service benefits.
(2) 14.765 percent on account of the liability for current
sezvice benefits.
(3) 0.086 percent on acco�mt of the liability for the
1959 Survivor Program.
(4) 0.170 percent until January 31, 1984 on acco�mt of the
liability for the benefits provlded under Section
21222.1 of said Retirement Lav.
b. With respect to local safety membera, [he agency shall
contribute the following percentages of monthly salaries
earned as local eafety members of said Retiremen[ System:
(1) 0.525 percent imtil ,Time 30, 2000 on accoim[ of the
liabilitq for prior service beaefits,
(2) 16.997 percent oa account of the liability for current
aeroice benefits.
(3) 0.480 percent until January 31, 1984 on account of the
liability for the benefits provided imder Section
21222.1 of said Retizement Law.
c. A reasonable amotmt pez ann�m, as fixed by the Board to cover
[he costs of administering said System ae it affects the
employees of Public Agency, not including the costs of special
valuationa or of the periodical investigation and valuatians
requized hy lav.
d. �A reasonable amount as fixed by the Board, payable in one
inatallment as the occasions arise, to cover the costs of
epecial valuations on account of employees of Public Agency,
and cos[s of [he periodical inveatigation and valuationa
required by lav.

• ' 10. Contributions �ired of Public Agency and it�ployeps shall be
subject to adjustment by Board on account of amendments to the
Puhlic Employees' Retirement Lav, and on account of the experience
timder the Retirement System as determined by the periodical
investigation and valua[ion required by said Retirement Law.
11. Contributions required of Public Agency and its employees shall
be paid by Public Agency to the Retirement System witiiin thirty
• days after [he end of the period to which said contributions
refer or as may be prescri6ed by Board regulation. If more or
leae than the correct anount of contr3butions is paid for any
' ' period, proper adjustment shall be made in connection with
aubaequent remittances, or adjuatments on accoimt of errors
in contributions required of any. employee may be made by
direct cash payments betsreen the employee and the Board.
