'�� A RESOLUTION OF THE CITY COUi�C2L OF THE CITY OF REDDIt�IG ESTABLISHING CERTAIN CHARGES FOR THE DEPOSIT OF RUBBISH AT THE CITY ' S SANITARY LANDFILL. WHEREAS, the remaining capacity of the existing sanitary landfill is becoming rapidly exhausted by the ever-increasing deposit by private persons of rubbish and refuse originating both within and witnout the City, and it is necessary to , take steps to extend the life of the existing sanitary landfill while long range solutions are determined and implemented;•either by the City acting alone, or in concert with the County, in the selection and location of a new and larger sanitary landfill site; and WHEREAS , existing income from garbage and refuse col- lection and sanitary landfill operation is insufficient to meet the present costs of existing services , and it is therefore neces- sary to provide means to supplement existing income , and WHEREAS , it appears necessary and desirable to take steps to encouraqe the producers of refuse and garbage outside the Cit� . � A � limits to use County landfill facilities in order that the remaii � ° � • life of the City ' s landfill may be preserved, and c�o � � � N WHEREAS, it appears necessary and desirable and of ben� � �' � � to the City and its citizens to cause the commercial and industr. m� a producers of refuse and garbage within the City to pay for use o �, � the landfill, in order that they may bear a more equitable share � w A of the total costs of processing the rubbish and garbage brought. to the City ' s sanitary landfill site , , NOW, THEREFORE, BE IT RESOLVED by the City Council of � the City of Redding that, pursuant to Section 9 . 28 . 24D of the � Redding Municipal Code , the City Council does hereby establish the � V � -1- w � : ,. • � � - following charges for the following uses of the City of Redding ' s sanitary landfill: A. Ordinary residential rubbish as defined in Section 9. 28. 010 of the Redding Municipal Code, except that expressly excluded from the definition in addition to refuse from building construction or repairs is also excluded tires and concrete rubble , and tree stumps more than one-half cubic yard in size , and refrig- erators or other major sized household appliances , or machinery , , , of similar size. � � � � � �. No charge for residents of the Gity -of Redding . (Proof of residence satisfactory to the sanitary landfill operating personnel must be furnished to. qualify " for no charge . ) B. Residential refuse as defined above - charges for non-residents and resident industrial and commercial sources : (1) Minimum fee $1. 00 . (2) Station wagons, pickups , panel trucks and two wheel trailers $1. 50 per load. (3) Charges for refuse brought to the landfill in all other types of vehicles will be computed on a cubic yard basis at a rate of $1 . 50 per yard, or any fraction thereof. C. Surcharges applicable to materials not included in the definition of residential or household rubbish. (1) Concrete rubble $2 . 50 per cubic yard , or any fraction thereof, without regard to what type of vehicle delivers this material to the landfill. (2) Tires . (a) Passenger tires up to 7 . 00x20 in size , 25¢ per tire. -2- . :. "-.'', � . . � � (b) Truck tires up to 10 . 00x20 in size , $1 . 00 per tire. (c) Heavy equipment tires larger than 10 . 00x20 , but under 16 . 00x24 , $5 . 00 per tire . (d) Tires larger than those described in sub- paragraph (c) will not be accepted unless first cut up in pieces less than 12" in maximum diameter per piece. (e) Where industrial or commercial enterprises bring in tires in quantity , the charge shall be $3 . 00 per cubic yard or any fraction thereof, for passenqer tires, as in (a} , $3 . 00 per cubic yard for truck tires , as in paragraph (b) , heavy equipment tires charged on individual count basis . (3) Stumps. (a) Over one-half cubic yard in volume but not in excess of one cubic yard in volume , $2 . 00 per stump. (b) Stumps in excess of one cubic yard in volume, but less than three cubic yards in volume , $5 . 00 per stump. (c) Stumps and machinery, larger �than three cubic yards in volume are unacceptable and must be ' . � reduced to acceptable size prior to• delivery to the landfill . , ' . , ` •, • •�� a Y ' -3- �ti r, � ` �. . . . • • . , (4) Major appliances and machinery of similar size , $5 . 00 per appliance or unit . (5) Refuse from building �construction or repairs , $1. 75 per cubic yard. BE IT FURTHER RESOLVED that t17e City Council has previ- ously ratified a neyative declaration in connection c��ith this , matter, and determines that the action taken by this resolution will have no significant effect on the environment.
