HomeMy WebLinkAbout1807 - Deferral of Acceptance of General Plan Amendments During General Plan Update Completion PeriodSUBJECT RESOLUTION POLICY EFFECTIVE PAGE NUMBER NUMBER DATE Deferral of Acceptance of General Plan Amendments During General Plan Update 99-118 1807 08-03-99 1 of 1 Completion Period BACKGROUND The Planning Commission continues to make significant progress toward a final recommendation to the City Council on the General Plan Update. The period for submitting requests to the Planning Commission for changes in the draft General Plan closed July 16. During August and September, the Planning Commission will be considering these individual requests for modification to the draft Plan. Several pending applications for amendment of the current General Plan have also been withdrawn by the applicants, and will now be considered as part of the Plan Update. PURPOSE Prior to completion of the updated General Plan, it will be necessary to complete preparation of the accompanying environmental impact report (EIR). It will be important to insure that issues affecting land use compatibility, traffic circulation, police and fire services, and infrastructures are accurately analyzed in the General Plan and in the Plan EIR~ Ac~-~pting requests to amend the current General Plan, while nearing adoption ora new Plan, would create problems in adequately evaluating these issues. It is determined to be in the interest of the public and the City Council that acceptance of applications for General Plan amendments is held in abeyance until completion of the City of Redding General Plan Update. POLICY The Development Services Depa~Xment will not accept or consider applications for amendment of the City's General Plan received a~er August 3, 1999, until the update of the Redding General Plan is completed, or September 30, 2000, whichever occurs first. The City Council reserves the right to accept applications on individual requests for amendments where the Council determines such requests to be in the interest of the public health, safety, or general welfare. This policy does not apply to any complete application for a General Plan amendment which has been received by the Development Services Department as of the effective date of this policy.
