AN ORDINANCE OF THE CITY OF REDDING AMENDING TITLE 11
(VEHICLES AND TRAFFIC), CHAPTER 11.16 (ONE-WAY STREETS
AND ALLEYS) BY AMENDING SECTION 11.16.010 (DESIGNATED) TO
ESTABLISH ONE WAY DIRECTIONAL TRAFFIC IN THE DOWNTOWN
CORE OF THE CITY OF REDDING
THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS FOLLOWS:
Section 1. Title 11 (Vehicles and Traffic), Chapter 11.16 (One -Way Streets and
Alleys), Section 11. 16.010 is amended to read as follows:
11.16.010 - Designated.
It is unlawful at all times for the operator of a vehicle to drive such vehicle on the following
streets and alleys except in the directions as indicated in this section:
A. Southbound in the Market -Pine alley, between Sacramento Street and Trinity Street:
B. Westbound on Butte Street, between Market Street and the California -Market alley;
C. Northbound in the California -Market alley, between Tehama and Sacramento Street and
Southbound from Trinity to Tehama Street;
D. Southbound on Railroad Avenue, between Yuba and Placer Streets;
E. Southbound on Market Street, between Eureka Way and Yuba Street, and between Gold
Street and Cypress Avenue;
F. Eastbound on Gold Street, between California and Market Streets;
G. Eastbound on Tehama Street, between Market and Liberty Streets;
H. Westbound on Shasta Street, between Continental and Market Streets;
I. Northbound on Pine Street, between Cypress Avenue and Trinity Street;
J. Southbound on California Street, between Tehama and Gold Streets;
K. Westbound on Eureka Way, between Pine and Market Streets;
L. Southbound in the Pine -East Street alley, between Yuba and Sacramento Streets.
Section 2. Severability. If any section, subsection, subdivision, paragraph, sentence,
clause, or phrase of this Ordinance, or its application to any person or circumstance, is for any
reason held to be invalid or unenforceable, such invalidity or unenforceability shall not affect the
validity or enforceability of the remaining sections, subsections, subdivisions, paragraphs,
sentences, clauses or phrases of this Ordinance, or its application to any person or circumstance.
The City Council of the City of Redding hereby declares that it would have adopted each section,
subsection, subdivision, paragraph, sentence, clause, or phrase hereof, irrespective of the fact that
any one or more other sections, subsections, subdivisions, paragraphs, sentences, clauses, or
phrases hereof be declared invalid or unenforceable.
Section 3. The City of Redding finds that, pursuant to CEQA Guidelines sections
15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical
change in the environment) and 15061(b)(3) (there is no possibility the activity in question may
have a significant effect on the environment), the adoption of this Ordinance is therefore not
subject to the provisions requiring environmental review. The ordinance will not increase traffic
but serves only to redirect traffic which already exists.
I HEREBY CERTIFY that the foregoing ordinance was introduced by the City Council of the
City of Redding at a regular meeting on the 4th day of April, 2023, and was duly read and adopted
at a regular meeting on the 18th day of April, 2023, by the following vote:
