HomeMy WebLinkAboutMinutes - City Council - 1979-07-24 196 II City Council, Adjourned Regular Meeting Police Dept. & Council Chambers Redding, California July 24, 1979, 12:00 Noon The meeting was called to order at 12:00 Noon by Mayor Demsher with the following Council Members present: Fulton, Gard, Kirkpatrick, Pugh, and Demsher. Absent: None Also present were City Manager Brickwood, City Attorney Murphy, Public Works Director Arness, Planning and Community Development Director Harris, and City Clerk Brayton. BIDS FOR CITY OF REDDING WATER TREATMENT PLANT Council was provided with a summary showing bids received on the Water Treatment Plant project, the lowest of which was $6,810,000. Public Works Director Arness noted that since the lowest of the bids is approximately { $1 million dollars in excess of funds allocated for this project, staff is working on a modification of the City's financial plans. He asked for this N meeting to be adjourned to 12:00 Noon, July 30, 1979, at which time it is hoped that a final decision can be reached. In reply to Councilman Fulton's inquiry as to whether or not this matter could be handled at the regular meeting of August 6, 1979, he was advised that if the City intends to go forward with this project, it would be necessary to adopt a resolution prior to August 1, 1979, authorizing the issuance of $5,700,000 in water bonds. ACCEPTANCE OF FINAL MAP - Clover Creek Estates Subdivision MOTION: Made by Councilman Pugh, seconded by Councilman Kirkpatrick that the Final Map, Clover Creek Estates Subdivision, be accepted, that the (1� Mayor be authorized to sign the Subdivision Agreement, and the City Clerk be instructed to record the map with the Shasta County Recorder. The Vote: Unanimous Ayes SANITARY SEWER SERVICE - Forest Hills Ranchettes and Clover Creek Estates Subdivision Public Works Director Arness reviewed his memo to Council dated July 24, 1979. He said that one of the conditions placed upon approval of the Forest Hills Ranchettes and Clover Creek Estates Subdivisions was provision of sanitary sewer service to the satisfaction of the Public Works Department. The condition required the developer to install a parallel force main from 1 the City's Lift Station No. 4 at an estimated cost of $25,000. At a meeting \O with the developers, it was the recommendation of the Director of Public Works that the cost of constructing same be credited against sewer fees to \U ` be paid by the developer. However, because existing ordinances do not make provision for this type of credit and because it appears the subdivisions will utilize only approximately 23 percent of the increase in the capacity resulting from the construction of the force main, it is recommended that: 1. The City of Redding construct the force main; 2. The developer pay 23 percent of the construction costs based upon the final bid, plus all of those costs incurred by Bob Hobbs in developing the plans and specifications which the City proposes to use. These funds must be deposited with the City prior to bids being called for on this project. It is further requested that authorization be approved to call for bids on the construction of the force main as hereinbefore outlined. City Attorney Murphy said he concurred in the recommendation but noted that if the bids are in excess of the engineer's estimate, the developer will be 197 required to pay 23 percent of the approved bid, in addition to the costs incurred by the engineer (Bob Hobbs) in developing the plans and specifi- cations. MOTION: Made by Councilman Kirkpatrick, seconded by Councilman Pugh thatl, the aforestated recommendation be approved and that the Department of Public Works be authorized to call for bids on construction of the refer- enced force main. The Vote: Unanimous Ayes ADJOURNMENT There being no further business, at the hour of 12:10 p.m. , Mayor Demsher declared the meeting adjourned to 12:00 Noon, Monday, July 30, 1979.
