City Council, Adjourned Regular Meeting
Police Dept. & Council Chambers Bldg.
Redding, California
May 30, 1979 12:00 Noon
The meeting was called to order at 12:00 Noon by Mayor Demsher with the
following Council Members present: Gard, Kirkpatrick, Pugh, and Demsher.
Absent: Council Member Fulton
Also present were City Manager Brickwood, Assistant City Manager Courtney,
City Attorney Murphy, Electric Director Simpson, Deputy Planning Director
Perry, Assistant Senior Planner King, and City Clerk Brayton.
Communications
R & M Medi Trans
A communication from Roy Stephens, R & M Medi Trans, was referred
} to the Council Ambulance Committee for review and recommendation.
Dag Seeley
A communication was received from Dag Seeley submitting his resignation
as a member of the Traffic and Parking Commission.
C\ MOTION: Made by Councilwoman Gard, seconded by Councilman Kirkpatrick
v1 LI accepting Mr. Seeley's resignation with regret and requesting that a

letter of appreciation be sent to him. The Vote: Unanimous Ayes
APPOINTMENT - Planning Commission
Mayor Demsher submitted the recommendation of the Council Committee that
Cynthia Gelonek be appointed to the Planning Commission to fill the unexpired
term of Joseph Tallerico, who resigned in April. The Mayor noted that the
;, Committee interviewed several people, most of whom were very well qualified.
He added that Mrs. Gelonek was the choice of the Committee because of her
n 1 J experience, her interest in the community, and the fact that a woman on the
Planning Commission would be a valuable asset.
MOTION: Made by Councilwoman Gard, seconded by Councilman Pugh approving the
appointment of Cynthia Gelonek as a member of the Planning Commission. The
Vote: Unanimous Ayes
RESOLUTION - Old City Hall
Assistant Senior Planner King reviewed the memorandum to Council dated May 29,
1979 pertaining to restoration of Old City Hall. Mr. King reviewed that on
November 28, 1977, Council authorized the filing of an application to list
the Old City Hall on the National Register of Historic Places in order to
preserve the structure and to increase the City's chances of obtaining a grant
for its restoration. One year later, the building was officially listed as
a significant historic structure. Mr. King advised that the Planning staff
n� has investigated several grant sources and has concluded that the most sub-

stantial grant program for which the City is eligible is the matching Historic
Preservation Grants-in-Aid Program administered by the State Department of
Parks and Recreation. He said the maximum matching grant award is $50,000
and the application deadline for the next fiscal year is June 11, 1979. Mr.
King noted that under this program, grant funds may be used for both archi-
tectural services and building restoration. It is the staff recommendation
that Council authorize the filing of an application for a $50,000 matching
grant under the Grants-in-Aid Program. If Council concurs, a resolution
has been prepared authorizing the application and stipulating that there are
local matching funds.

MOTION: Made by Councilwoman Gard, seconded by Councilman Kirkpatrick that
Resolution No. 79-83 be adopted, a resolution of the Cit4r Council of the
City of Redding approving the application and the projectagreement for
Historic Preservation Grants-in-Aid Funds for Old City H6.11 restoration
project.
III Voting was as follows:
Ayes: Council Members - Gard, Kirkpatrick, Pugh, and Demsher
Noes: Council Members - None
Absent: Council Members - Fulton
Resolution No. 79-83 is on file in the office of the Cit Clerk.
AGREEMENT - Buckeye Fire Protection District
MOTION: Made by Councilman Pugh, seconded by Councilmanirkpatrick approving
the Joint Exercise of Powers Agreement for fire protectipn service within the l`,) L
boundaries of the Buckeye Fire Protection District between the City of Redding /
and the Buckeye Fire Protection District, and authorizin the Mayor to sign
same. The Vote: Unanimous Ayes
AWARD OF BID - 12000 Volt Distribution Feeder, Canby Sub tation Area
MOTION: Made by Councilman Pugh, seconded by Councilman irkpatrick approving
the recommendation of the Department of Public Works and the Electric Director
that Bid Schedule No. 1110, 12000 Volt Distribution Feeder Circuit Underground
Extension at Canby Substation, be awarded to Gary H. Drumm on their low bid in _;) t,/ ,3
the amount of $15,492.
Voting was as follows:
Ayes: Council Members - Gard, Kirkpatrick, Pugh, and Demsher
Noes: Council Members - None
Absent: Council Members - Fulton
III ADJOURNMENT
There being no further business, at the hour of 12:12 p.m. , Mayor Demsher
declared the meeting adjourned.
