The meeting was called to order by Mayor Pugh with the following
Council Members present: Fulton, Gard, Kirkpatrick, and Pugh.
Absent: Council Member Demsher f>
Also present were Electric Director Lindley, and City Clerk 4
Richter.
FEATHER RIVER MEMBER AGREEMENT - N.C.P.A.
Electric Director Lindley reviewed his memorandum to Council
dated November 25 , 1981, regarding the Feather River Member
Agreement. He stated that an agreement was previously approved
by Council ON July 21, 1981, providing for participation by the
City in the financing of planning and development activities for f
the recapture proceedings of the NCPA Feather River Project.
Under this Agreement, Redding assumed a 13 . 11% , or an estimated
$98 ,325 share of the costs involved. Mr. Lindley advised that 1
three NCPA member cities did not approve the Agreement which
made it necessary for NCPA to restructure the member participa-
tion percentages. He stated that during the ensuing time
period, the Sacramento Municipal Utility District and the cities
of Anaheim, Azusa, Banning, Colton, and Riverside agreed to
participate in the project at a combined percentage level of
75 . 39% . The remaining 24 . 61% of the project has been real-
located to the remaining nine NCPA cities per percentages 1
indicated in the new Agreement. Under the new Agreement,
Redding' s share is 23 . 88% in NCPA, 5 . 88% in the total project,
for a total estimated cost of $44 ,077 .
Mr. Lindley advised that the terms and conditions of the new
Agreement are substantially the same , excepting for the changes
in member participation, and the Feather River Project assess-
ments included in Power Source Development Funds are provided in
the current budget. He recommended that Council approve the new
Agreement.
Mayor Pugh reviewed the reasons the various cities decided to
drop out of the project.
Councilwoman Gard expressed concern regarding applying for a
license on a project which already exists and paying possible
litigation fees.
Mr. Lindley explained that a license is granted for a specific
number of years and allows for expenditures to be amortized over
that particular time period. After that period, the license may
be recaptured by another entity.

Mayor Pugh emphasized that establishing and maintaining pre- A
ference with the FERC is an important issue in power projects .
Councilman Kirkpatrick said that if preference is upheld, this
could be very positive for the City in future power projects.
MOTION: Made by Councilman Kirkpatrick, seconded by Councilman
Fulton approving new member Agreement providing for participa-

tion by the City of Redding in the financing of planning and
development activities for the recapture of the NCPA Feather
River Project. The Vote: Unanimous Ayes
ADJOURNMENT
There being no further business, at the hour of 12 : 20 P.M. ,
Mayor Pugh declared the meeting adjourned.
